Job summary

Chong Hing Bank Limited in Hong Kong seeks a senior IT leader to head Agile Development, guiding multiple agile teams in a banking environment. You will shape the strategic technology roadmap, manage SDLC, and ensure delivery aligned with business goals.

The role requires 15+ years of IT experience with at least 10 years in IT management within banking or finance, plus strong leadership and negotiation skills. Fluency in English and Chinese is essential.

Qualifications

Bachelor degree in Information Technology, Computer Science or equivalent.
Master’s degree preferable.

Responsibilities

In-charge the assigned Department to ensure effective and efficient system services / supports are provided to achieve business goals.
Formulate/review technology development strategy and road map aligned with business objectives.
Develop and implement IT policy and procedures to ensure proper IT control and mitigate risk.
Prioritize projects and change requests per business direction.
Ensure SDLC is executed with quality, timeliness, and budget adherence.
Lead and mentor Agile development teams including Scrum Masters, Product Owners, and Developers.
Oversee Agile methodologies (Scrum, Kanban, Lean) across multiple teams.
Collaborate with stakeholders to align Agile initiatives with business objectives.
