Job summary

Rise Associates Asia Limited client in Hong Kong seeks a Head of IT to own and lead the entire IT department reporting to the CEO. You will drive IT strategy, governance, and delivery across operations, development, infrastructure and security while aligning technology with business goals.

The role requires extensive banking IT leadership experience, strong communication skills in English and Cantonese, and a proven ability to engage with executives and regulators.

Qualifications

• Holds a Bachelor degree or higher in IT, CS, Software Engineering, or related field.
• 15+ years of experience in IT management with breadth across apps, infrastructure, security and governance.
• Banking industry experience is mandatory.
• Demonstrates business acumen and strategic technology mindset.
• Ability to present complex ideas to business audiences.
• Solid understanding of internal controls, HKMA and PCI-DSS requirements.
• Strong English and Cantonese communication skills.

Responsibilities

• Lead the IT department with cross-functional teams across operations, development, infrastructure, security and PMO.
• Define IT roadmap, system architecture, and digital strategies to drive growth.
• Partner with business leaders to embed technology into processes.
• Oversee budgeting, policy compliance and risk management.
• Ensure IT service excellence with metrics and SLAs.

Summary:

Our client is a well-recognized financial services organization in Hong Kong. This Head of IT reports into CEO, runs and take ownership on the entire IT department.

Responsibilities:

• IT Leadership: Lead the IT department with functional teams across IT operations, application development, infrastructure & datacentre operations, cybersecurity, project management and etc.
• IT Strategy: Define IT roadmap system architecture and digital strategies to drive business growth.
• Executive & Stakeholder Engagement: Partner with business leaders and cross-functional teams to integrate technology into business processes
• IT Governance, Budgeting & Risk Management: Oversee IT budgets, enforce enterprise standards and policies, and ensure compliance with regulatory requirements and risk mitigation frameworks.
• IT Operations Excellence: Oversees IT service management, SLA and other IT perform metrics fulfil the organisation's standards
• Delivery, SDLC & Vendor Procurement: Lead internal teams and external vendors through software development life cycles (SDLC), system integrations, asset management, and technical procurement.

Requirements:

• Holder of Bachelor degree or above in IT, Computer Science, Software Engineering or relevant disciplines
• With 15+ years' experience in IT management, with a broad understanding across applications, infrastructure, information security and IT governance
• Experience in banking industry is mandatory
• Demonstrated business acumen with critical thinking in broad strategic terms for technology and business
• Capable to communicate and present abstract ideas to business laymen
• Good understanding on internal controls, HKMA and PCI-DSS requirement
• Strong communication skills in both English and Chinese (Cantonese)
