Hong Kong Metropolitan University (HKMU) is seeking a Director of Planning and Analysis to provide strategic leadership for the Office of Planning and Analysis. The role oversees work plans, budget, and resource allocation, and drives data governance and advanced analytics across the University.

The position emphasizes cross‑functional leadership, data literacy promotion, and evidence‑based decision making to enhance teaching, ranking and research performance.

Qualifications

• Degree in a relevant discipline; higher degree preferred.
• Strong analytical capabilities to handle ambiguities and proven data analytics project management.
• Experience leading cross‑functional teams and managing multiple priorities.
• Work experience in the tertiary education sector is preferable.
• Excellent interpersonal, presentation and communication skills; bilingual English/Chinese required.

Responsibilities

• Provide strategic leadership and overall management of the Office of Planning and Analysis, including developing work plans, budget, manpower and resources allocation.
• Establish and enhance the University’s data governance frameworks and data collection systems across academic and administrative units to enable informed decision‑making.
• Lead the application of advanced analytics, big data techniques, predictive modelling, and dashboards to evaluate and perform analysis covering schools, programmes, teaching effectiveness.
• Formulate evidence‑based recommendations to drive continuous improvement in teaching, learning, ranking, and research performance.
• Ensure the delivery of accurate, timely and comprehensive data to support internal governance and external reporting requirements.
• Promote data literacy across the University through training and consultation on data use, visualization and dashboard development.
• Performing any other duties as assigned.
