Job summary

InfoTech Services (Hong Kong) Limited is seeking a Contract Systems Analyst for the UGC RAEE project. The role requires strong analysis and design capabilities, system implementation, maintenance, and coordination with universities to define function requirements for authorized users.

The position involves supervising a contractor, handling hardware/software setup, and ensuring quality coding practices. 4+ years' post-qualification experience and fluency in Chinese/English are essential.

Qualifications

• Bachelor degree in Computer Sciences or related disciplines.
• Four years post-graduation experience as system analyst.
• Four years of experience in web application systems development and maintenance, and outsourcing project monitoring.
• Four years of experience in Java, Web programming, XML, and Microsoft SQL Server.
• Experience with OutSystems Low Code BPM and BPMS solutions.
• Experience with Government Cloud Infrastructure.
• Proficient written skills in Chinese and English; fluent in spoken forms.
• Ability to work independently and under pressure.

Responsibilities

• Provide technical inputs and supervise the contractor in establishing, trialing, and enhancing the RAEE System for the Exercise.
• Gather and analyze user requirements; liaise with universities to devise function requirements for authorized users/reviewers of UGC to access research outputs.
• Assist in acquisition and installation of system hardware and software.
• Implement quality control and best coding practices in the enhancement process.
• Perform program, system and user acceptance tests and pre-implementation setup for the electronic system.
• Prepare and compile program specifications and other documentation.
• Provide live run and project management support for the electronic system.
• Offer technical support to system users and participate in on-line review and reporting stages.
• Attend meetings and perform other duties as assigned by supervisors.

Project Nature (T26) System Analysis & Design, System Implementation & Integration, and System Maintenance & Support of the Research Assessment Exercise Electronic System (RAEES) for the University Grants Committee Secretariat (UGCS).

Duties

Serve a contract assignment under InfoTech's headcount, full-time second to serve the UGC;

• To provide technical inputs and supervise the contractor in the establishment, trial run and/or enhancement of the Research Assessment Exercise Electronic System for the Exercise;
• To gather and analyse user requirements, liaise with universities in devising function requirements for authorised users/reviewers of UGC to access research outputs in institutional repositories;
• To assist in the acquisition and installation of system hardware and software;
• To implement quality control and best coding practices in the enhancement process;
• To perform program, system and user acceptance tests, pre-implementation setup for the electronic system;
• To prepare and compile program specifications and other documentations;
• To provide live run and project management support for the electronic system;
• To provide technical support and advice to system users, and attend to on-line review and reporting stage of the Exercise; and
• To provide technical support in meetings and perform other duties as assigned by supervisors.

Requirements

• 1. Bachelor degree in Computer Sciences or related disciplines;
• 2. At least 4 years post-graduation working experience as system analyst;
• 3. At least 4 years of solid experience in system development and system maintenance of web application systems, and monitoring outsourcing projects;
• 4. At least 4 years of solid experience in Java, WEB programming, XML and Microsoft SQL Server;
• 5. At least 4 years of solid experience in implementing and distributing IT projects using OutSystems Low Code platform with Business Process Management Systems(BPMS) solutions;
• 6. At least 4 years of solid experience in implementing, developing and distributing IT projects using the Government Cloud Infrastructure;
• 7. Have good written skills in Chinese and English and fluent in these spoken languages;
• 8. Have good interpersonal skills, and capable of working independently and under pressure.
• - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
• - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.

Technical Skills

• At least 4 years' experience in JAVA Programming (JAV);
• At least 4 years' experience in Microsoft SQL Server (MSS);
• At least 4 years' experience in System Implementation and Maintenance/Support (SIM);
• At least 4 years' experience in Web Programming (WEB);
• At least 4 years' experience in XML (XML).

Non-technical Skills

• At least 4 years' experience in the management and support of Government systems and services (GSS);
• 4 years' experience in Government procurement/disposal procedures (GPD) is an advantage;
• 2 years' experience in quality assurance (QAS) is an advantage.
