Jobtailor is seeking an experienced leader to drive the submarine cable investment portfolio, oversee market analysis, and coordinate with planning, engineering, and sales teams to optimize capacity and profitability.

The role requires deep telecom knowledge, strong project management, and the ability to lead a global cross‑department team to meet aggressive targets.

Qualifications

  • Must have a university degree in Business, Engineering, IT or related discipline.
  • 8+ years in global Telecom.
  • Knowledge of submarine cable systems, IPLC and Ethernet services, OSS/BSS processes.

Responsibilities

  • Lead the team to align the cable investment portfolio with performance targets.
  • Source and prepare market analysis for new subsea cable planning and investment.
  • Negotiate terms with submarine cable providers on agreements and orders.
  • Prepare business cases and profitability analyses for capacity investments and expansions.
  • Manage Capex/Opex budgets and forecast usage.
  • Analyze revenue and costs for forecasts and annual operating plan (AOP).
  • Provide regular KPI performance reports to Finance and Management.
  • Monitor inventory utilization and trigger capacity upgrades as needed.
  • Maintain accurate inventory of PCCWG’s submarine and terrestrial cables across 50+ systems.
  • Update Sales and internal teams on new capacity and cable systems.
  • Coordinate with Planning and Transmission Engineering to ensure lit capacity and costing accuracy.

Job description

Responsibilities
  • Act as a team leader and interface with peers to ensure the cable investment portfolio aligns with the performance target
  • Source and prepare market analysis for new subsea cable planning and investment
  • Negotiate the terms and conditions with submarine cable providers on agreements, contracts and order forms
  • Prepare business cases and profitability analysis for management approval on capacity investment, upgrade and expansion projects
  • Prepare regular Capex / Opex budget and usage forecast according to the inventory status.
  • Analyze the revenue and costing to prepare for ongoing forecast and AOP
  • Provide regular and ad-hoc KPI performance reports to Finance and Management
  • Track and proactively monitor the inventory utilization and its trend, and initiate capacity upgrade to maintain the capacity threshold
  • Manage cable portfolio and maintain accurate inventory of PCCWG’s all submarine capacity including subsea and terrestrial cable systems with more than 50 cable systems
  • Provide regular update and briefing on the available, planned new capacity and new cable systems to the Sales, Presales and internal teams
  • Interface with Cable Planning and Transmission Engineering teams to ensure the accuracy of the lit up capacity and associated costing for the own cable investment
Qualifications
  • A University Degree holder or equivalent in Business / Engineering / Information Technology or related discipline
  • At least 8 years experience in global Telecommunication industry
  • Well versed and knowledgeable on submarine cable systems, IPLC and Ethernet Services, OSS/BSS business process and latest telecommunication technologies.
  • Strong results orientation, with a successful track record of timely achievement of aggressive goals within budget
  • Self-motivated, creative, initiative and analytical with good business judgment/acumen
  • Good project management skill, presentation skill and interpersonal skill with ability to mobilize a global cross department virtual team
  • Good command of English and Chinese, both verbal and written
  • Occasional overseas Travel is required
