Job summary

Hong Kong Baptist University is seeking an Assistant Director of Finance (Purchasing and Support Services) to lead the Purchasing & Support Services Section within the Finance Office. The role reports to the Director of Finance and oversees procurement operations, tender processes, supplier negotiations, and policy development.

The ideal candidate brings extensive procurement leadership experience, strong governance and analytical skills, and fluency in English and Chinese (Mandarin).

Qualifications

• Bachelor’s degree in business administration, supply chain management, procurement or related disciplines; CIPS an advantage.
• Extensive management experience of at least 15 years in a sizable organization.
• Strong analytical and governance mindset with oversight of procurement operations.
• Experience with e-Procurement systems and procurement compliance.

Responsibilities

• Provide strategic guidance and governance oversight to the procurement team and ensure value creation.
• Oversee daily procurement operations, tender specs, and contract terms; lead supplier negotiations.
• Drive procurement transformation with demand planning, category management, and digitalisation.
• Advise on procurement activities, property acquisitions, special projects, ICAC studies, and audits.
• Develop and oversee procurement policies and sustainable procurement initiatives.
• Supervise the university’s fleet of pool cars and campus mailing services.
• Support the Director of Finance with administrative tasks for Tender Boards and committees.
• Perform ad-hoc tasks as assigned by Director of Finance.
