Job summary

Vocational Training Council (VTC) in Hong Kong invites a Senior Manager to guide strategic planning for building repair & maintenance, AA&I projects, and property management services. You will oversee multiple sections and help shape policies, strategies and campus development aligned with the Council’s Master Plan.

The role requires a degree in Engineering and at least 10 years of managerial experience, preferably client-side in public institutions.

Qualifications

• A recognised degree or equivalent in Engineering.
• Minimum 10 years of relevant experience at managerial level, preferably client-side or representing clients such as government or institutions.
• Good knowledge of building works, building services works and property management.
• Strong understanding of accommodation requirements and space utilisation for higher educational institutions.
• Desirable with senior-level experience in AA&I project management for educational institutes.
• Strong capability in strategic thinking, leadership, time management and forward planning, with drive to manage change.
• Excellent understanding of latest trends and best practices in construction industry.

Job description

(a) To assist in the strategic planning and management for building repair & maintenance (R&M), alterations, additions & improvements (AA&I) projects, and property management services;

(b) To manage and oversee the operations of different sections;

(c) To assist in the formulation of policies, strategies and enhancement measures for project management;

(d) To plan and manage the new campus development to meet the Council’s Strategic Plan and Master Plan;

(e) To formulate strategies for consultancy services and works contracts including packaging, procurement and management controls;

(f) To engage and manage external consultants and contractors;

(g) To develop smart and green strategies for building design of VTC Campuses and premises;

(h) To liaise with relevant Government Bureaux / Departments in obtaining funding approval; and

(i) To prepare papers and reports for management review.

Requirements:

(a) A recognised degree or equivalent in Engineering;

(b) At least 10 years’ relevant experience at managerial level, preferably on the clients’ side or representing the clients’ side such as government / public organisations / tertiary institutions / consultants;

(c) Good knowledge of building works, building services works and property management services;

(d) Good understanding and experience in the administration of accommodation requirements / space utilisation for higher educational institution;

(e) Highly desirable with work experience at senior level for project management of AA&I projects for educational institutes;

(f) Strong capability in strategic thinking, leadership, time management and forward planning with exceptional ability to drive and manage changes; and

(g) Good understanding and experience in the implementation of latest trend and best practices in construction industry.
