Job summary

Swynnerton-based Morgan Sindall Infrastructure seeks a motivated Workforce Planning Manager (Resource) to lead planning and deployment across the national Overhead Line portfolio. You will shape workforce strategy, coordinate with project teams and recruitment, and drive safe, efficient project delivery.

Qualifications

  • Experience in workforce planning, resource management or operational planning within the construction, utilities, or infrastructure sectors.
  • Experience coordinating resources across multiple projects and workstreams.
  • Strong organisational skills with the ability to manage competing priorities and changing business needs.
  • Experience working alongside recruitment teams and supporting the mobilisation of operational employees.
  • Excellent communication and stakeholder management skills.
  • Strong Microsoft Office skills, including Microsoft Excel.
  • Experience maintaining workforce records and producing management reports.
  • Ability to analyse workforce data and support resource forecasting and planning activities.
  • Experience using workforce management or resource planning systems.
  • Advanced Microsoft Excel skills.
  • Understanding of construction project delivery and labour planning requirements.
  • Knowledge of employment legislation relating to working time, absence management, and workforce mobilisation.
  • Experience maintaining workforce data and reporting systems.
  • Familiarity with document management systems and business reporting tools.
  • Experience within the electricity transmission, utilities, or wider infrastructure sector.
  • Experience supporting large operational workforces across multiple live projects.
  • Knowledge of National Grid or other major utility client environments.
  • Experience supporting apprentices, trainees, and workforce development programmes.
  • Understanding of operational planning, mobilisation processes, and workforce deployment strategies.

Responsibilities

  • Lead the coordination and deployment of operational resources across the national OHL portfolio.
  • Chair weekly resource planning meetings with project teams to review current and future workforce requirements.
  • Maintain and continually update the OHL resource tracker, ensuring workforce movements and allocations are accurately recorded.
  • Collaborate closely with operational teams to forecast future labour requirements and identify potential resource constraints.
  • Consult with internal recruitment teams and external labour suppliers to support recruitment campaigns and workforce mobilisation.
  • Coordinate onboarding and mobilisation activities to ensure resources are available when required.
  • Collaborate with the OHL administration team to maintain accurate records relating to annual leave, absence, and sickness.
  • Produce regular workforce planning reports and resource updates for senior management.
  • Identify opportunities to maximise utilisation of internal resources across projects and frameworks.
  • Support succession planning, apprentice allocation, and workforce development initiatives.
  • Maintain effective communication with project teams to ensure changing project demands are reflected within resource plans.
  • Develop and strengthen relationships with labour suppliers and explore new recruitment channels to support future growth.

We are looking for a motivated and initiative-taking Workforce Planning Manager (Resource) to join our Overhead Line (OHL) team, based in Swynnerton, supporting the continued growth of our national OHL portfolio. This is an exciting opportunity to play a key role in shaping the future workforce of a rapidly expanding business delivering critical electricity transmission infrastructure across the UK.

As Resource Manager, you will lead workforce planning and resource coordination across multiple frameworks, ensuring projects have the right people, in the right place, at the right time. Collaborating closely with operational leaders, project teams, recruitment specialists, and labour suppliers, you will help drive safe, efficient, and high-quality project delivery while supporting the long-term growth and sustainability of the business.

Reporting directly to the Operations Director, this role offers the opportunity to influence workforce strategy, improve operational performance and build strong resource networks across a nationally significant programme of work.

About The Energy Business Unit

We have extensive experience in upgrading and replacing energy networks, delivering asset management for major UK energy companies and network operators.

Our transmission and distribution services involve the upgrading and replacement of electricity assets both above and below ground. Within the electricity sector we install and maintain assets, including excavation, laying, and jointing of cables, (fluid filled and XLPe), substations and overhead line, new build, repair, and refurbishment services.
