Job summary

Sapphire Utility Solutions seeks an experienced Framework Manager to lead and develop Welsh Water operations, driving performance, safety, and contractual compliance across regional teams. You will shape strategy, mentor site leaders, and build strong client partnerships to deliver sustainable growth.

The role requires proven senior operational/contract management experience, with a focus on profitability, change management, and stakeholder engagement in a complex utilities environment.

Qualifications

• Full UK Driving Licence.
• Senior operational, framework, or contract management experience.
• Strong commercial and financial acumen with budgets and P&L responsibility.
• Experience managing client relationships within a contractual environment.
• Demonstrable leadership across multi-site operations.
• Excellent communication, negotiation, and stakeholder management skills.
• Strong understanding of health, safety, environmental, and compliance requirements.
• Ability to drive performance, manage change, and deliver business objectives.

Responsibilities

• Lead delivery of all contractual and operational commitments across the Welsh Water framework.
• Provide leadership and support to regional operational and depot management teams.
• Foster a positive safety culture and ensure HSEQ standards are met.
• Maintain accountability for regional operational performance and profitability.
• Ensure compliance with contractual, statutory, and company requirements.
• Develop and maintain strong relationships with Welsh Water and stakeholders.
• Identify opportunities for service improvement, efficiency, and growth.
• Monitor budgets, forecasts, and financial performance.
• Drive continuous improvement across processes and delivery methods.
• Conduct regular site visits to ensure excellence and customer satisfaction.
• Lead performance reviews, resource planning, and workforce development.
• Support business development and future contract growth.
