Job summary

Sapphire Utility Solutions is seeking an experienced Framework Manager to lead our Welsh Water operations. You will oversee regional delivery, drive performance, and ensure all activities meet contractual, safety, and quality standards.

You will lead operational teams, manage budgets, and build strong client relationships to deliver sustainable growth across the Welsh Water framework. This is a senior leadership role within a growing utility services provider.

Qualifications

• Full UK Driving Licence is required.
• Experience in senior operational, framework, or contract management roles.
• Strong commercial and financial acumen with budget/P&L responsibility.
• Proven ability to manage client relationships within contractual environments.

Responsibilities

• Lead delivery of Welsh Water framework commitments and regional operations.
• Provide leadership to regional operational and depot teams.
• Maintain safety, environmental and quality standards and drive continuous improvement.
• Manage budgets, forecasts and financial performance for the framework.
• Develop relationships with Welsh Water and key stakeholders to identify growth opportunities.
• Lead performance reviews, resource planning and workforce development.
