Job summary

Portsmouth Water is seeking an Infrastructure Programme Manager to lead a portfolio of critical water infrastructure projects essential to the region’s resilience. You will work with engineering teams, contractors and regulators to deliver safely, on time and to budget, ensuring alignment with strategic goals.

You will develop a high-performing team, govern the delivery process, and provide regular updates to senior management while managing risk, budgets and compliance across the full project

Qualifications

  • Delivery of capital programmes within infrastructure, utilities, power, or transport sectors.
  • Understanding of capital delivery processes and infrastructure programme governance.
  • Experience in governance and gateway processes.
  • Ability to work with diverse stakeholders to meet investment needs.
  • Experience presenting complex information to obtain stakeholder buy-in.
  • Experience managing and mitigating risk.
  • Strategic thinking and problem solving for complex challenges.
  • PRINCE2 and/or APM qualification or 5+ years in a regulated industry.
  • Financial forecasting, budget formulation, cost control, and reporting.
  • Engineering or relevant degree with chartered membership (APM or equivalent).

Responsibilities

  • Deliver a programme of capital infrastructure projects such as mains renewal and asset upgrades.
  • Develop and manage a small team to improve performance and capability.
  • Challenge proposals to maximise value while meeting business outcomes.
  • Work with PMO to align governance, reporting, controls and assurance.
  • Ensure PMs have tools and information for full lifecycle (planning to handover) with quality and safety.
  • Provide regular project status updates to senior management and stakeholders.
  • Adhere to Health, Safety and Wellbeing policies.
  • Manage budgets, schedules and forecasts for PMs/APMs.
  • Ensure projects are delivered within approved financial and time constraints.
  • Collaborate with internal and external stakeholders to meet objectives.
  • Identify, assess and mitigate risks; ensure contingency plans.
  • Oversee procurement and contracts with vendors and contractors.
  • Improve control and visibility of legislative compliance works.
