Job summary

Portsmouth Water is seeking a Capital Programme Lead Engineer within the newly established Operational Services department to drive the capital investment programme and ensure governance across delivery.

You will provide sponsor delegated duties, lead engineering input through needs capture, optioneering and feasibility, develop compelling business cases, and realise benefits for investment projects focused on Havant.

Qualifications

• Essential minimum HNC/D in a technical discipline.
• Full UK driving licence and ability to obtain SC clearance.
• Strong communication and stakeholder relationship skills.
• Proven project management capability and leadership experience.
• Systematic problem solving and ability to justify investment needs.

Responsibilities

• Provide stakeholder input to secure agreement on plans for the capital investment programme.
• Liaise with engineering and project teams to ensure needs statement alignment.
• Deliver the agreed scope and support project handover post-completion.
• Measure benefits and report on asset health, risk, and resilience.
• Lead the Capital Programme Engineers and manage performance of direct reports.
• Ensure governance aligns with sponsor expectations and company standards.
