Job description

Rubicon Consulting is currently recruiting for TSA Business Analyst on a 6 Month Contract, based in Bristol.

Role Summary

The Business Analysis Specialist leads discovery and scoping to understand business objectives, define problems, assess feasibility and identify stakeholders. Translates insights into structured requirements, designs end-to-end processes, and acts as a liaison between business and technical teams, ensuring solutions are customer-centric, fit for purpose and cost-effective.

The role assures compliance, contributes to continuous improvement, and can mentor other analysts to uplift capability and embed best practice.

Responsibilities
  • Leads discovery, scoping and options analysis to clearly define business problems, customer needs and value opportunities for change.
  • Translates insights into clear, structured requirements (business, functional, non-functional, data), epics, features and user stories that enable effective delivery across squads.
  • Designs end-to-end business processes, journeys and capabilities that align with customer objectives, standards and operational feasibility, including unhappy path and edge-case analysis.
  • Works across business, product, engineering and service design teams to assess solution feasibility, align priorities, and support evidence-based decision-making.
  • Produces high-quality analysis artefacts including process maps, capability maturity assessments, data requirements and options papers, maintaining traceability to outcomes.
  • Supports the definition of MVPs/MMPs, phasing and road mapping to enable incremental delivery and maximise customer and business value.
  • Ensures requirements and designs meet standards and contributes to quality assurance of BA outputs within the function.
  • Acts as an expert practitioner and mentor for other Business Analysts, sharing practices, coaching on tools and methods, and supporting capability uplift across the function.
  • Collaborates with key stakeholders, and uses appropriate escalation paths, to manage alignment, mediate conflicting needs, and ensure shared understanding of scope, requirements and trade-offs.
  • Contributes to the continuous improvement of ways of working, reusable patterns, tools and frameworks to drive consistency and efficiency.
Requirements
  • Preferably experience with the Telecoms Security Act, regulatory delivery and compliance-led change, with the ability to translate obligations into clear, practical delivery requirements.
  • Strong business analysis experience, including discovery, requirements definition, stakeholder mapping, process analysis, options assessment and business requirements documentation.
  • Confident working across complex technology, security and operational environments, bringing structure to ambiguity and helping teams understand what needs to be delivered and why.
  • Experience creating and maintaining high-quality analysis artefacts, such as business requirements, process maps, capability mappings, requirements traceability, RAID inputs, decision logs and evidence packs.
  • Able to build trusted relationships with stakeholders at different levels, constructively challenge assumptions and drive shared understanding across business, delivery, architecture, security and compliance teams.
  • Comfortable analysing complex information, dependencies, funding assumptions and delivery evidence to support decisions, change requests, prioritisation and regulatory reporting.
  • Practical understanding of agile and hybrid delivery, including defining epics, features, user stories, acceptance criteria, MVP/MMP scope and phased delivery approaches.
  • Strong attention to detail, with the ability to validate information, identify gaps and ensure requirements remain aligned to outcomes, scope, controls and delivery plans.
  • Clear and confident communicator, able to simplify complex information into well-structured written outputs, concise recommendations and senior stakeholder updates.
  • Collaborative, resilient and outcome-focused, with the judgement to know when to elevate, when to challenge and when to bring teams together to unblock delivery.
