Job summary

Thurrock Council is recruiting an Accountant to join its Treasury function within the Finance directorate.

Reporting to the Finance Manager, you will support the management of the Council's treasury management activities, including cash flow, borrowing, investments and capital financing, ensuring robust financial control and compliance with the Council's Treasury Management Strategy and relevant statutory and regulatory requirements.

Qualifications

  • CCAB/CIMA (or overseas equivalent), fully or part qualified.
  • Educated to degree level.
  • Evidence of active continuing professional development.
  • Experience in treasury management within local government.
  • Able to work at least two days on-site.

Responsibilities

  • Support day-to-day treasury management activities including cash flow forecasting, borrowing and investment transactions.
  • Assist in preparing Treasury Management Strategy and Capital Strategy reporting to officers and Members.
  • Monitor compliance with treasury management policies and CIPFA codes of practice.
  • Contribute to monitoring of treasury performance and scrutinising figures as required.
  • Undertake reconciliations and analysis for year-end positions and the Statement of Accounts.
  • Collaborate with Finance teams to produce robust financial analysis for business cases.
  • Advise on application of financial regulations and treasury procedures.
  • Identify opportunities for continuous improvement to be best in class.

About the Role

Thurrock Council is recruiting an Accountant to join its Treasury function within the Finance directorate. Reporting to the Finance Manager, you will support the management of the Council's treasury management activities, including cash flow, borrowing, investments and capital financing, ensuring robust financial control and compliance with the Council's Treasury Management Strategy and relevant statutory and regulatory requirements.

This is a great opportunity for an accountant with an interest in treasury and capital finance to gain exposure to complex financial decision-making at the heart of a large local authority.

Key Service Accountabilities

  • Support the day-to-day management of the Council's treasury management activities, including cash flow forecasting, borrowing and investment transactions.
  • Assist in the preparation of the Treasury Management Strategy, Capital Strategy and associated reporting to officers and Members.
  • Monitor compliance with treasury management policies, prudential indicators and relevant CIPFA codes of practice.
  • Contribute to regular monitoring and reporting of treasury management performance, challenging and scrutinising figures where required.
  • Undertake reconciliations and analysis to support the year-end position and the Council's Statement of Accounts in relation to treasury and capital.
  • Work with the Commercial and Strategic Finance teams to produce robust financial analysis, including for business cases involving borrowing or investment decisions.
  • Advise on the application and interpretation of financial regulations, standing orders and the Council's financial procedures and practices relating to treasury management.
  • Identify opportunities for continuous improvement to help Thurrock Council be best in class.

Person Specification

  • CCAB/CIMA (or overseas equivalent), fully or part qualified.
  • Educated to degree level.
  • Evidence of active continuing professional development.
  • Wide understanding of strategic financial planning and treasury management techniques and their practical application.
  • Excellent IT skills, including Excel, Word, MS365 and Logotech (Desirable)
  • Demonstrable experience of, treasury management, capital financing or technical accounting within a local government environment.
  • Able to work flexibly, with a minimum of two days per week on-site in Thurrock.
