Job summary

Bradford Council is seeking a Treasury Manager to lead the treasury function within our transformed Finance service, overseeing debt exceeding £800 million and cash balances above £100 million. The role shapes strategy and supports innovative decision‑making across the Council.

Working with senior leaders, you will manage cash flow, investments and borrowing, ensure CIPFA/Prudential compliance, and provide strategic financial guidance to a wide range of stakeholders, contributing to Bradford's

Qualifications

  • Recognised CCAB qualification or recognised Stock Market qualification (e.g. CFA, IIMR) OR studying towards similar qualifications OR qualified by experience.

Responsibilities

  • Lead the management of the Council's treasury portfolio, including debt exceeding £800 million and cash balances over £100 million.
  • Develop and deliver all aspects of the Council's Treasury Management function.
  • Manage both short and long‑term cash flow, investments and borrowing strategies.
  • Build relationships with brokers, advisers and financial institutions to maximise treasury opportunities.
  • Prepare, implement and monitor the Treasury Management Strategy and related reports.
  • Ensure compliance with CIPFA Treasury Management Code and Prudential Code.
  • Monitor treasury performance, market conditions and emerging risks to support decision‑making.
  • Lead treasury accounting and reporting requirements, including working papers and Statement of Accounts disclosures.
  • Support internal and external audit processes and respond to audit enquiries.
  • Provide expert guidance and training on treasury matters and deputise when required.

The Treasury Manager is a newly created and highly influential role at the heart of this transformation. This is a unique opportunity to lead the Council's treasury function and play a critical role in securing Bradford's long‑term financial resilience.

Working within the Corporate and Strategic Finance Team, you will collaborate with senior leaders, finance managers and services across the organisation to deliver a modern, forward‑thinking treasury management service. You will help shape the future direction of Finance, drive continuous improvement and support the Council in meeting both today's challenges and tomorrow's opportunities.

This is a role where your expertise will directly contribute to the future success of one of the UK's most vibrant, diverse and ambitious cities.

What You'll Be Doing

As Treasury Manager, you will lead and develop treasury management activities while driving innovation, performance and best practice across the service.

Key responsibilities include:
  • Leading the management of the Council's treasury portfolio, including debt exceeding £800 million and cash balances of over £100 million.
  • Developing and delivering all aspects of the Council's Treasury Management function.
  • Managing both short and long‑term cash flow, investments and borrowing strategies.
  • Building strong relationships with brokers, advisers and financial institutions to maximise treasury opportunities.
  • Preparing, implementing and monitoring the Treasury Management Strategy and associated reports.
  • Ensuring compliance with the CIPFA Treasury Management Code and Prudential Code.
  • Monitoring treasury performance, market conditions and emerging risks, providing strategic insights to support decision‑making.
  • Leading treasury accounting and reporting requirements, including the preparation of working papers and Statement of Accounts disclosures.
  • Supporting internal and external audit processes and responding to audit enquiries.
  • Leading responses to treasury management consultations and regulatory developments.
  • Providing expert guidance, training and support to colleagues on treasury‑related matters.
  • Supporting and deputising for the Strategic Finance Manager when required.
  • Maintaining accurate and robust financial records in accordance with professional standards and best practice.
  • Supporting budget setting, forecasting, monitoring and financial analysis activities across the organisation.
  • Leading on technical accounting matters related to treasury activity, including IFRS developments, capital accounting and year‑end accounts closure.
  • Providing high‑quality financial advice and strategic support to a wide range of stakeholders.
Essential Qualifications

Recognised CCAB qualification or recognised Stock Market qualification (e.g. Chartered Financial Analyst, Member of IIMR, Member of Securities Institute) OR studying towards similar qualifications OR qualified by experience.
