The Transport Policy & Solutions team
We are looking for a motivated problem-solver and collaborative professional to fill our Senior / Principal Transport Planner position with our Transport Policy & Solutions team. You'll be working on exciting projects that make a real impact.
Our Transport Policy & Solutions team is at the heart of everything we do at Steer. We research, plan, deliver and evaluate initiatives which are designed to make best use of the existing transport network in order to support carbon reduction, air quality, road safety and quality of life objectives.
We help governments, industry leaders, and communities develop vision-led policies and integrated strategies that drive sustainable growth, inclusive communities, and more resilient and safer networks. Our expertise spans transport, mobility, economic development, spatial planning, digitisation, and decarbonisation, helping ensure that policy decisions are future-proof and impactful.

Requirements
Senior Consultant (SC)
Main Responsibilities and Accountabilities:
- Maintain client relationships and build brand awareness
- Develop proposals as a key member of the team
- Provide timely constructive feedback to others
- Deliver technical work to a high standard and efficiency
- Take personal responsibility for career and delivery of project and proposal work
- Share knowledge across teams and seek opportunities to collaborate with colleagues
- Working in teams, supporting the provision of technical, analytical, strategic and policy advice to clients
- Undertaking technical analysis, report writing and deliver presentations
- Managing small to medium size projects or major workstreams
- Supporting business development in the UK and overseas
- Coaching and developing junior members of the team
- Contributing to technical discipline development activities
Requirements:
- Experience of working on projects such as Local Transport Plans and Transport Strategies
- Ability to develop own knowledge, skills, and abilities, along with those of others
- Effective communication and project team resourcing skills
- Ability to manage projects to meet client and budget expectations
- Openness to change and leveraging technology to solve problems
- Ability to manage multiple deadlines and parallel tasks
- Ability to act with autonomy and credibility
- Strong analytical skills, including the use of spreadsheet modelling and other tools to analyse and solve problems, proven in a consultancy or client environment
- Strong written and verbal communication skills, coupled with the confidence to explain technical details clearly to non-technical audiences
- Good team player, able to work collaboratively with colleagues in other disciplines to provide the best solution for the client
Principal Consultant (PC)
Main Responsibilities and Accountabilities:
- Take key roles in proposal development and actively manage client relationships
- Develop new relationships through profile raising and other business development activities
- Identify where Steer's offer/skills need to be refined to face client needs more effectively
- Play a leadership role in teams and projects to deliver effective performance
- Manage projects to target commercial outcomes that deliver for clients
- Provide strategic, commercial and technical advice to rail industry and stakeholder clients
- Lead on report writing and presentations, coordinating technical input from others
- Leading work streams within projects with supervision, ensuring that best practice techniques are applied consistently
- Manage, supervise, coach and act as a role model for more junior members of the team
- Broaden and develop your own expertise and skill set to align with the needs of our clients
Requirements:
- Experience of managing projects such as Local Transport Plans and Transport Strategies
- Leadership and mentoring skills
- Effective decision-making and conflict resolution abilities
- Proven track record in clear and effective written and oral communication, including presenting to senior industry leaders
- Solid analytical and technical skills in policy & strategy development
- Experience developing client relationships or working client-side
- Ability to work collaboratively in high-performing teams
- Ability to manage projects to meet client and budget expectations
- Openness to change and leveraging technology to solve problems
- Ability to manage multiple deadlines and parallel tasks
- Ability to act with autonomy and credibility
- Good team player, able to work collaboratively with colleagues in other disciplines to provide the best solution for the client
