Job summary

Winchester City Council is seeking a Transport Planner to develop transport policies, advise on major development schemes, and manage the Park & Ride service. The role involves liaising with Hampshire County Council and other partners to promote sustainable travel.

The post requires degree-level qualification (chartered or equivalent preferred) and proven transport planning experience in local government or similar settings. Flexible working is available alongside City Offices.

Responsibilities

• Provide transport planning advice to Major Projects, Planning, and other teams; attend Council Committees.
• Develop transport policies; advise on local plan reviews, county/district strategies, and parking policies.
• Manage Park & Ride service, oversee operator standards, grants, and procurement for a new operator when contract ends.
• Assist in planning for major development areas including transport policy requirements and developer contributions.
• Liaise with Hampshire CC on transport proposals and policies.
• Collaborate with city/county traffic engineers and other bodies to promote transport/environment schemes.
• Advise developers on transport assessments for development proposals.
• Monitor policy effects and propose modifications as needed.
• Support cleaner, greener initiatives promoting sustainable travel.
• Undertake other duties as assigned by Head of Programme.

To develop and promote transport policies and proposals including in connection with

supporting the delivery of the city council’s major projects. To manage the city councils

Park & Ride Service.

Specific Tasks:

• To provide transport planning advice to the Major Projects team, Planning Department and other teams within the Council in relation to large scale development schemes. To attend Council Committees and advise on these matters.
• To develop transport policies and provide the transport policy advice for all relevant areas of the Council’s work, including the review of the Winchester District Local Plan, the joint County/District transport strategies (WMS) and parking policies.
• To manage the Park & Ride service including working with the service operator on day-to-day issues, inspections to confirm standards, securing government grants where possible and procuring a new operator when the current contract ends.
• To assist in planning for major development areas in the district, especially advising on transport policy requirements, developer contributions, master planning and development options.
• To liaise with Hampshire County Council on transport proposals and policies.
• To work closely with the City and County Councils’ traffic engineers, other departments and organisations and individuals to help promote and implement specific transport and environmental schemes. This includes safer routes to school, cycle routes and parking, park and ride schemes, and improvement of passenger transport services.
• To provide advice to developers and applicants on producing transport assessments and other information that may be required in association with development proposals.
• To monitor the effect of transport policies and proposals and advise on modifications as necessary.
• To support the council’s cleaner greener initiatives including promoting sustainable travel
• To undertake such other duties, as may be determined by the Head of Programme commensurate with the grade of the post and the abilities of the post holder.

To work alongside cluster councils on policies/transport to achieve integrated policies and aligned systems under LGR.
