Job summary

Hampshire County Council in Winchester is seeking an Assistant Transport Planner to support area transport strategies under the LTP4 framework. You will assist Senior and Principal Planners, conduct research, analysis, and prepare briefs and reports for transport planning decisions.

The role involves data collection, stakeholder engagement, site visits, and applying tools such as Healthy Streets and junction assessments. Flexible working and occasional travel across Hampshire are expected.

The Role:

As an Assistant Transport Planner, you will support the development of area transport strategies and schemes which will deliver on Hampshire County Council’s Local Transport Plan (LTP4) policies and objectives. Your work will be varied and involve collaborating with other teams within the Universal Services Directorate and across the wider organisation.

This role sits within the Area Strategy and Scheme Development Team, working on schemes across the whole county.

Your office will be based at Elizabeth II Court in Winchester, and you will be required to attend at least one day per week (currently Mondays), with the ability to work from home for other workdays when office attendance is not required. Site visits and attendance at meetings or events elsewhere in Hampshire will occasionally be required.

You will need to show a keen interest in sustainable transport, climate change or environmental issues. It's not essential to have held a professional role in the field before, but a strong academic or vocational background is welcomed.

What you’ll do:

• Support both Senior Transport Planners and Principal Transport Planners across Hampshire.
• Support research, data analysis, policy review and appraisal work to inform transport planning decisions, including the preparation of briefs, feasibility studies, business cases and reports.
• Apply transport planning tools and principles (Healthy Streets, Cycle Level of Service, Junction Assessment Tool, etc).
• Support with stakeholder engagement that may be required, including engagement events.
• Undertake site visits to gather data and experience problems on the transport network.
• Write internal project reports and summaries of data analysis.
• Work collaboratively with colleagues, consultants and stakeholders, supporting consultation and engagement activities to deliver healthier, safer and more sustainable communities.
• Deliver assigned tasks on time and within budget, effectively managing workload and priorities.
• Draft responses to enquiries from the public or councillors, with support from senior team members.
• Support with project coordination tasks as appropriate.

What we’re looking for:

• Someone who is enthusiastic about sustainable transport, climate change and place making (some experience working in a transport or related field is desirable but not essential).
• Motivated with a willingness to learn new processes and procedures quickly.
• Minimum of five GCSEs (grade 4-9) or equivalent including English and Maths.
• Ability to use various IT systems including MS Office packages.
• Some analytical, numerical and problem-solving skills.
• GIS skills (desirable but not essential).
• Good communication and interpersonal skills, with the ability to work well with colleagues, stakeholders, consultants and members of the public.
• Ability to take and produce minutes/records of meetings and prepare agendas and materials for meetings.
• Ability to undertake research and compile findings appropriately.
• Ability to prioritise workload and competing demands.

You may also choose to pursue additional qualifications in the form of a Level 3 Transport Planning Apprenticeship, which will further develop your skills and enhance your future career prospects.

The Area Strategy and Scheme Development Team has around 20 members and develops approximately 100 studies, strategies and schemes each year, supported by an annual budget of around £5 million. The total capital value of transport schemes in development is currently over £200m.
