Job summary

Gloucestershire County Council is seeking a Traffic Engineering Manager to lead a major highway improvements programme from Shire Hall, Gloucester. The role focuses on delivering safer, healthier, and more sustainable streets through strategic investment in road safety, accessibility and sustainable travel.

You will manage a growing, multi-disciplinary team and oversee high-profile projects, including innovative approaches and AI-enabled methods.

Qualifications

  • Experience delivering large highway improvements programmes.
  • Strong budget and resource planning abilities.
  • Ability to manage multi-disciplinary teams.
  • Proven ability to work with contractors to meet design and budget constraints.
  • Familiarity with health and safety standards in construction.
  • Experience using AI or digital tools to improve delivery.

Responsibilities

  • Lead the delivery of a substantial highway improvements programme, ensuring projects stay within budget and programme.
  • Ensure project designs meet local and national standards and safety requirements.
  • Oversee PM and design processes for successful delivery.
  • Oversee contractors to ensure works meet design and budget.
  • Drive team development using innovative working methods including AI.
  • Build trusted relationships with colleagues, Members and stakeholders.
  • Support growth and development in the team and create an inclusive environment.

This is a unique opportunity to lead a team that plays a pivotal role in significantly transforming the highway by introducing infrastructure that helps to reduce casualties, improve accessibility and sustainable travel, and reduce traffic congestion. You will lead a growing, multi-disciplinary team and oversee a high-profile programme of investment in road safety, accessibility and sustainable travel.

This includes driving forward our countywide Safer Roads/Community 20s speed limit initiative and the delivery of the annual road safety programme.

About You
  • Lead the delivery of a substantial highway improvements programme, ensuring projects are delivered to budget and programme.
