Job summary

Oceaneering in Aberdeen is seeking an experienced commercial professional to oversee end-to-end tender activity and provide strategic direction across the bid lifecycle.

You will collaborate with Operations, Pricing, Legal, Tax and Contracts to embed best practices, manage workload, and develop the commercial capability of the team while driving continuous improvement.

Qualifications

  • Extensive international tendering experience in the subsea workspace.
  • Demonstrable relevant professional experience in this role or similar capacity with transferable skills.
  • Supervisory experience within an office environment.
  • Bachelor's degree or equivalent in Business, Law, Quantity Surveying, etc.

Responsibilities

  • Maintain opportunities, tender records, approvals, bid status and award information.
  • Lead pre-bid kick-off meetings, establish tender schedules, coordinate deliverables matrices, assign responsibilities and monitor progress against tender milestones.
  • Coordinate and maintain tender clarification and qualifications registers, ensuring deviations are tracked and incorporated.
  • Review contracts from a commercial perspective and participate in post-tender negotiations.
  • Coordinate with Tax, Treasury, Legal and Contracts for contracting entity selection, tax assessment and cross-border compliance.
  • Manage bid review and approval processes to obtain required approvals before submission.
  • Oversee final compilation, document control and delivery of tender documents to deadlines.
  • Obtain feedback on tenders and collate data to trend reasons for successes and failures.

Job Description

Working at the centre of the business, you will collaborate with key stakeholders across Operations, Business Development, Pricing, Legal, Tax, Contracts, Compliance, HSE and Quality, providing strategic commercial direction throughout the bid lifecycle.
Beyond the delivery of individual tenders, this role plays a critical part in strengthening commercial capability across the organization and driving continuous improvement, by embedding best practice.

Responsibilities

ESSENTIAL

  • Responsible for ensuring opportunities, tender records, approvals, bid status and award information are accurately maintained
  • Support Tender Managers and Business Line Management in Bid / No Bid evaluations, opportunity qualification and development of bid strategies, including identification of commercial risks and opportunities
  • Lead pre-bid kick-off meetings, establish tender schedules, coordinate deliverables matrices, assign responsibilities and monitor progress against tender milestones
  • Facilitate and coordinate commercial risk assessments, development of risk registers, identification of threats and opportunities, and implementation of mitigation strategies in accordance with Oceaneering risk management processes
  • Daily supervision of commercial department administrative personnel and quality control of pre-qualification and tender document preparation in accordance with departmental and company QA/QC procedures.
  • Lead the commercial analysis and input into tenders including but not limited to
    • Input of pricing strategies for tenders, as required
    • Production of commercial documentation for support of tenders.
    • Interface with business line managers and other departments regarding pricing estimates and all matters commercial in respect of tenders.
  • Coordinate and maintain tender clarification and qualifications registers, ensuring all commercial, contractual and technical deviations are tracked, reviewed and incorporated into proposal submissions
  • Review of contracts from a commercial perspective and participate in post tender contractual negotiations.
  • Coordinate with Tax, Treasury, Legal and Contracts functions to ensure appropriate contracting entity selection, tax assessment, international compliance and commercial treatment of cross-border opportunities
  • Manage bid review and approval processes in accordance with approved authority matrices, ensuring all required approvals are obtained prior to proposal submission
  • Oversee final compilation, document control and delivery of tender documents to deadlines
  • Obtain feedback on tenders (either through close out meetings or via feedback request forms) and collate data in order to trend reasons for successes and failures
  • On a daily basis, review department workload and the assigning of work tasks to ensure a balanced distribution aligned to the skills and roles of the team
  • Identify development opportunities and mentor department personnel to achieve a broad skills base that can support the wide commercial demands of the business

Periodic review of processes in line with department and wider company demands to ensure continued suitability. identify opportunities to eliminate waste within such processes and align to evolving demands while ensuring risks are adequately identified and mitigated

NON-ESSENTIAL

  • Provide general assistance to Commercial Manager as required.

SUPERVISORY RESPONSIBILITIES

  • Lead and support the ongoing development of team capability through coaching, knowledge sharing and mentoring of colleagues across the Commercial function
  • Lead onboarding, integration, and training of new employees, promoting adherence to established commercial processes, systems and best practices.
  • Promote compliance with Commercial Work Instructions, tender governance requirements, quality standards and departmental procedures through guidance, oversight and continuous engagement with team members.
  • Act as a subject matter resource for Commercial Coordinators and other tender personnel, providing support and guidance on tendering processes, commercial governance and proposal development activities.
  • Contribute to the continuous improvement of commercial competencies, processes and working practices to support operational excellence and consistent tender delivery
Qualifications

REQUIRED

Extensive international tendering experience in the subsea workspace, including vessel and integrated vessel solution tendering experience

Demonstrable relevant professional experience in this role, or in a similar capacity with transferable skills and relevant industry experience

DESIRED

Bachelors degree (or equivalent) in appropriate discipline (Business, Law, Quantity Surveying etc.)

Supervisory experience within an office environment.
