Job summary

Epping Forest District Council is seeking an experienced Tenancy Officer to manage a portfolio of properties and uphold safeguarding for vulnerable residents. The role emphasizes tenancy sustainment, tenancy reviews, and working with social care and partners to safeguard communities.

You will be proactive in delivering high-quality housing services, maintaining records, and participating in multi‑agency meetings.

Qualifications

  • Experience in housing tenancy management with awareness of safeguarding vulnerable individuals.
  • Experience working in a housing setting or similar environment is desirable.
  • A valid driving licence and car user is essential.

Responsibilities

  • Day-to-day tenancy management including enforcement and anti-social behaviour.
  • Promote tenancy sustainment and develop support plans with partner agencies.
  • Liaise with social care, police and other professionals; make referrals as needed.
  • Keep detailed case notes and ensure legal documentation is prepared.
  • Contribute to digital focus across processes and service delivery.
  • Represent the Council at user groups and multi‑agency meetings.

Epping Forest District Council are seeking an individual who has experience in housing tenancy management and awareness in the protection and welfare of vulnerable individuals.You’ll manage your own patch of properties, building strong relationships with residents, supporting sustainable tenancies, and creating communities where people are proud to live.

This is a diverse role and rewarding position, where you will tackle everything from tenancy sustainment, tenancy reviews, safeguarding, tenancy audits to investigating tenancy breaches and tackling anti-social behaviour.

As a Tenancy Officer you will work closely with other teams within the Council, its partners, stakeholders, social care and other supporting agencies. You will also play a key role in safeguarding, ensuring residents are linked to the right services and support.

You’ll be a strong communicator, confident in taking action, making decisions and representing the Council in court and multi-agency meetings. You will contribute to improving our housing services through your frontline insight.

We are looking for someone who is resilient, community-minded and understands housing legislation and best practice.

You will be supported by a Senior Tenancy Officer and the Team Manager whose goals are to support our residents and deliver ambitious, innovative, and forward-thinking approaches. You will take collective responsibility for ensuring excellent services are provided to our residents.

  • Safeguarding: Protecting vulnerable adults and children from harm, abuse, or neglect by taking necessary action.
  • Liaising and Referrals: Collaborating with other professionals (e.g., social workers, healthcare workers, police) and making referrals to appropriate services and agencies.
  • Record Keeping: Maintaining accurate case notes, writing reports, and ensuring legal documentation is prepared.

PURPOSE OF THE JOB:

  • Be responsible for the day-to-day management of functions within postholder’s area and for the delivery of outcomes.
  • Develop, manage, and sustain positive relationships with customers, key stakeholders, and partners.
  • Ensure the Council meets its statutory obligations and that the highest standards of probity and good conduct are always maintained.
  • Work collaboratively across the organisation to bring about change and improvements to service delivery within finite resources.
  • Take collective responsibility for ensuring excellent services are provided to our residents.

KEY RESPONSIBILITIES

Corporate

  • Ensure our customer service and delivery is excellent and continually improves.
  • Take responsibility for ensuring that the Council’s decisions and policies are implemented.
  • Uphold the Council's governance mechanisms, ensuring appropriate standards of performance, operational effectiveness, probity, safeguarding, risk management, safety, equality and open government are maintained.
  • Participate in projects to achieve the most effective services possible for the community, partners and the Council.

Service

  • Working with the Team Manager, contribute to and implement a strong vision for the service area which delivers ambitious, innovative and forward-thinking approaches, where work is of high quality and achieves objectives, through effective performance and risk management.
  • Day to day management of tenancy management including tenancy enforcement, anti-social behaviour (working closely with our Community Resilience Team) and resident involvement.
  • To provide a service that promotes tenancy sustainment.
  • Developing support plans, liaising with other professionals and agencies, keeping detailed records
  • Contribute to the development and implementation of a digital focus across processes and service delivery.
  • Provide representation at user groups and engage with partners and key stakeholders.

A valid driving licence and car user is essential.

This role is a 12 month fixed term position.

The Council operates to the standards of the Disclosure and
Barring Service (DBS) and applicants are advised that this post is subject to a Basic DBS check.
