Job description

Empower Advisory UK (a part of the BMD Group based in Australia) is a project management and advisory business that makes large, complex projects simple. Our team is composed entirely of people who have made a career in delivering large, complex projects both here in UK and in Australia and who know how to make projects deliver ahead of time and budget and generate exceptional outcomes.

BMD Group is Australia's leading integrated engineering, construction, and urban development business. We are dedicated to powering futures and creating legacies through a commitment to collaboration. Our team is built on the principles of collaboration and sustainability, ensuring the highest standards are met for every project and client.

We are seeking a proactive and site-based Temporary Works Coordinator (TWC) to join the Minor Civil Frameworks (MCF) team at Hinkley Point C (HPC). Operating within a highly regulated nuclear environment, your primary objective is to manage the lifecycle of temporary structures (including scaffolding, deep and medium excavations, shoring systems, formwork, foundations, and edge protection) ensuring total safety, commercial efficiency, and legal compliance.

We want a decisive coordinator who acts as the primary engineering link between our design house and front-line delivery teams. You must be comfortable enforcing strict procedural controls, managing multi-tier design approvals (CAT 0-3), and exercising absolute stop-work authority when necessary.

Responsibilities

Planning & Design Coordination

  • Design Briefs: Prepare detailed briefs capturing site-specific constraints.
  • Competency Checks: Ensure designs are created by qualified engineers.
  • Design Verification: Check and approve all calculations and design packages before execution.
  • Interface Management: Coordinate temporary structures with permanent building designs.
  • Primary Contact: Act as the first point of contact between designers and site teams.
  • Value Engineering: Develop collaborative solutions with the TWD to mitigate or eliminate risks.
  • Risk Mitigation: Work with the TWD during drafting to address early risks.
  • Report Submissions: Compile and submit Temporary Works reports internally (CAT 0/1) or to the client (CAT 2/3) for formal review
Risk & Safety Management
  • RAMS Review: Review Risk Assessment Method Statements and communicate residual risks to site teams.
  • Authority to Stop: Halt any onsite operations if temporary structures appear unsafe.
  • Compliance Checks: Ensure operations adhere to the Health and Safety at Work Act.
  • Procedural Enforcement: Guarantee all site procedures and safety protocols are strictly followed.
  • TWS Briefing: Provide Temporary Works Supervisors (TWS) with full design details for clarity.
  • Maintenance & Inspections: Enforce routine maintenance and mandatory inspection regimens during use.
  • Permit to Load: Inspect installations and issue permits to load once verified satisfactory.
  • Permit to Strike: Issue permits to strike only after confirming concrete strength or EV2 test records.
On-Site Operations & Supervision
  • Material Inspection: Verify the quality of structural materials upon arrival.
  • Hold Points: Enforce mandatory hold points to prevent premature construction steps.
  • Design Implementation: Ensure all installations match the latest drawing revisions.
  • Team Liaison: Coordinate with TWD, TWS, and Delivery teams for seamless installation and use.
  • Procedure Alignment: Ensure all TWS personnel operate in strict accordance with project procedures.
Change Control & Quality Assurance
  • Deviation Management: Prevent unauthorised alterations by strictly managing design deviations.
  • Material Substitution: Check proposed material or construction changes against the original design.
  • Change Sign-Off: Review, formally check, and sign off on all plan modifications.
Compliance & Administration
  • Standards Enforcement: Align all operations with BS 5975 guidelines and CDM 2015 regulations.
  • Works Register: Maintain a live onsite register and submit it monthly for client acceptance.
  • Traceable Logs: Document and archive all signed permits, inspection forms, and certifications.
  • Dismantling Oversight: Supervise the safe removal and striking of all temporary installations.
  • Continuous Improvement: Attend design team meetings to contribute feedback and refine processes
Person specification
  • Extensive prior experience as a TWC on Tier-1 major infrastructure or heavy civil engineering projects
  • Valid CITB Temporary Works Coordinator (TWCTC) qualification and a relevant engineering qualification (Degree/HND/HNC)
  • Deep understanding of BS 5975 and CDM 2015
  • Experience managing Temporary Works Registers
  • Exceptional written and verbal communication skills to effectively bridge the gap between NNB (client), designers, and delivery teams.
  • Proven ability to strictly enforce procedural compliance in highly regulated environments
Desirable:
  • High level of IT skills including Microsoft 365 (Word, Excel, Powerpoint) and spatial management tools (Autocad, Civil 3D, Naviswork, or 3D/4D Digital modelling)
  • Extensive background working on large-scale infrastructure projects, complex utilities, deep excavations and shoring solutions.
  • Proven experience with heavy proprietary formwork, falsework, and high-consequence temporary support installations.
  • Experience operating within massive Tier-1 joint venture (JV) or multi-contractor collaborative project frameworks.
Location
  • Full-time, site-based role at the Hinkley Point C (HPC) main site office in Somerset.
  • This is a site-based engineering position. Due to the high-oversight nature of nuclear construction and the need for live, physical verification of temporary structures, consistent, daily site attendance is a mandatory requirement.
  • No other travelling is required; the successful candidate will utilize the dedicated HPC Park & Ride infrastructure for daily transit onto the project footprint.
