Job summary

Sandwell Metropolitan Borough Council is recruiting a Technology Enabled Care (TEC) Programme Manager. This permanent, full-time role is based from Oldbury with hybrid working (3 days in office, 2 days at home).

You will lead TEC strategy, governance and delivery across Adult Social Care, aligning with national agendas and local priorities to improve resident outcomes. You will guide TEC transformation, manage budgets and contracts, and work with partners across the health and social care system

Qualifications

• Significant leadership experience in TEC, digital transformation or related field.
• Experience guiding complex programmes from design through delivery and evaluation.
• Experience managing operations including people, budgets, contracts and performance.
• Strong understanding of prevention, independence, reablement and community care.
• Knowledge of TEC models, digital inclusion and safe digital care technologies.
• Excellent written and verbal communication for senior audiences.

Responsibilities

• Lead strategic development and delivery of TEC across Sandwell Place.
• Develop and implement TEC action plan with measurable delivery.
• Provide professional leadership and expert advice on TEC and digital care technologies.
• Oversee TEC pathways, digital equipment solutions and monitoring models.
• Manage service performance, governance, risk and continuous improvement.
• Lead TEC staff, ensuring supervision, appraisal and development.
• Champion co-production and digital inclusion for accessible services.
• Collaborate with NHS, councils, housing, VCSE and suppliers to strengthen pathways.
• Position TEC within prevention and community support and drive digital change.
