Job summary

Sandwell Council seeks a strategic Technology Enabled Care (TEC) Programme Manager to lead the TEC portfolio from its Oldbury office. This permanent, full-time role offers hybrid working (3 days in the office, 2 days at home) and a salary within Band I, SCP 44-47.

You will shape TEC strategy, oversee delivery across Adult Social Care, manage budgets and partnerships, and drive digital inclusion to improve residents’ independence and wellbeing.

Qualifications

• Significant leadership experience in TEC, digital care or related field.
• Experience leading complex programmes from design to implementation and evaluation.
• Strong ability to partner with NHS, councils, and community organisations.

Responsibilities

• Lead the strategic development and delivery of TEC across Sandwell.
• Develop and implement TEC action plans with measurable outcomes.
• Provide professional leadership on TEC and digital care technologies.
• Oversee TEC pathways, monitoring models and governance.
• Manage budgets, procurement, contracts and funding opportunities.
• Represent Sandwell at local, regional and national forums.
