Job summary

Worcestershire Regulatory Services invites applications for a Technical Services Manager, Bromsgrove District Council on behalf of the six Worcestershire councils. The role leads technical pollution functions (air quality, contaminated land, environmental permitting) and supports planning with comments on applications, while overseeing dog warden, pest control contracts, IT and front desk duties.

Technical Services Manager

Salary £ 66,163 - £68,772 per annum (Hay Grade 1 01 - 03)

Following the promotion of the previous post holder to Director, Worcestershire Regulatory Services is looking for a new Technical Services Manager. The shared service has delivered Environmental Health and Licensing services on behalf of all six district councils for the last 16 years. The service also discharges petroleum licensing and safety at sports grounds functions for the County Council, and a range of Environmental Health-related functions under contract to other councils beyond the county border.

This post oversees the Technical Pollution functions for the partners (Air Quality, Contaminated Land and Environmental permitting,) as well as supporting planning colleagues with relevant comments on applications. The Dog Warden service sits within this division, delivering for the six partners, as does management of the pest control contracts, the in-house IT and database support function and management of the service’s “front door” Duty Officer team. A number of these functions are also delivered for a range of clients beyond the county’s borders This divisional lead also has Enviro-crime and Planning enforcement for two partners, recently added to the WRS platform. This process could continue as we move towards re-organisation.

The service is looking for a senior regulatory or enforcement professional with a strong track record of delivering successful outcomes. You should have considerable experience in relevant areas of the work of this division, good communication skills, written and oral, and be experienced in working with elected members to deliver against agreed outcome measures. Having a resilient character is essential in addressing the issues that arise from a diverse range of communities and across a significant geographical space. Financial acumen is key to keeping this strong service within its financial envelope but still making the most of the allocated budget. Technical Services has been the driver of the service’s income generation programme which will continue into the LGR period.

The shared service has a strong track record of good performance and financial efficiency, reporting to a joint committee of the six district councils, which has oversight of the relevant functions. The shared service remains the sole example of a county-wide collaboration for regulatory services in a 2-tier area, and innovation has remained at its heart including wide-ranging service delivery out-of-county and embedding the National Intelligence Model at the heart of enforcement operations. The successful candidate will be familiar with innovations in regulatory delivery and looking to continue this in their areas of work.
