We have an exciting opportunity for a newPrincipal Licensing officerto join our Licensing Services team at Worcestershire Regulatory Services.
As the service continues to grow and expand, taking on further responsibilities due to emerging legislation, this role will focus mainly on managing the Compliance and Enforcement function. The role will work closely alongside the Principal Licensing officer for Policy and the Team Manager providing collaborative support to each other.
A member of a busy, dynamic, changing team, you will be responsible for leading and managing members of the licensing team including licensing technical officers and licensing support officers to ensure delivery of agreed business objectives across the County.
You will supervise officers investigating breaches of both licensing conditions and the law and will be expected to review reports and make recommendations to the relevant legal departments as to the nature of further action. An understanding of the implications of PACE, CPIA and RIPA on investigative processes would be helpful as well as the process of managing enforcement.
Educated to degree level, you will have proven management experience with the ability to work in an ever-changing environment, ensuring the delivery of high-quality professional services in accordance with statutory and non-statutory requirements. A qualification of some sort in Licensing is desirable and experience of managing in a licensing, local authority regulatory or policing environment is essential, ideally with knowledge covering all Licensing functions, including taxi and private hire licensing, Licensing Act 2003, Gambling Act 2005, animal licensing, caravan licensing and street trading.
WRS is an intelligence-led organisation, making decisions of resourcing of activities through a tasking process. You will be expected to lead on such activities and make decisions in relation to how resource is to be allocated. An understanding of the National Intelligence Model or any similar systems for managing enforcement or policing activities will be helpful.
Your role will be pivotal in identifying service priorities, ensuring these are translated into practical plans for action that will be delivered by the team.
