The successful candidate will manage cases, liaise with residents, solicitors, contractors and surveyors, and ensure compliance with housing legislation. Initial 6-month contract with potential extension; site-based with hybrid working.

Qualifications

• Relevant professional qualification such as HNC or equivalent experience in construction, surveying, building or a related discipline.
• Professional experience in housing environments and housing disrepair claims.
• Experience producing expert witness reports and site inspections.
• Knowledge of damp, mould, building defects and domestic property maintenance.
• Understanding of housing legislation and HHSRS.

Responsibilities

• Manage housing disrepair, damp and mould cases from investigation through completion.

Technical Officer – Disrepair, Damp and Mould
Initial 6-Month Contract – Potential Extension

My client is seeking an experienced Technical Officer to support their housing and disrepair function, specialising in housing disrepair, damp and mould cases.

The successful candidate will provide specialist technical expertise across complex cases, undertaking inspections, diagnosing defects, preparing technical reports and overseeing remedial works through to successful completion.

Key Duties and Responsibilities

• Managing housing disrepair, damp and mould cases from initial investigation through to completion
• Undertaking property inspections and diagnosing defects, building pathology and housing hazards
• Preparing detailed technical and expert witness reports
• Assessing repair requirements and developing practical, cost-effective solutions
• Liaising with residents, solicitors, contractors, surveyors and other relevant stakeholders
• Working alongside independent surveyors and legal representatives where required
• Specifying and overseeing remedial and maintenance works
• Reviewing quotations, schedules of rates and proposed works to ensure value for money
• Managing contractors and monitoring works, variations, valuations and final accounts
• Carrying out site inspections, quality checks, completion inspections and snagging
• Supporting legal proceedings, including providing technical evidence where required
• Maintaining accurate case records and ensuring compliance with relevant legislation and procedures

Requirements Needed

• Relevant professional qualification such as HNC or equivalent experience in construction, surveying, building or a related discipline
• Professional qualification or relevant experience within surveying, construction or building services
• Recent experience working within a housing environment
• Strong experience dealing with housing disrepair claims, ideally including expert witness reports
• Good knowledge of damp, mould, building defects and domestic property maintenance
• Experience undertaking maintenance surveys and identifying practical remedial solutions
• Knowledge of HHSRS and relevant housing legislation
• Experience managing contractors, contracts and repair projects through to completion
• Experience with schedules of rates and costing of repair works
• Understanding of relevant construction and housing health & safety requirements
• Strong communication, negotiation and stakeholder management skills
• Full UK driving licence and access to a vehicle for business use
