Job summary

High Speed Two Ltd. is seeking a Lead Traffic Management System Engineer to define how the railway will be controlled and operated. The role sits in the Chief Engineer's Group, within the Command, Control & Signalling Engineering team, reporting to the Head of CCS.

Based in London or Birmingham with hybrid working (3 days in the office). You will shape the concepts for an integrated TMS that manages 10–12 trains per hour, coordinating with Network Rail and other systems to deliver safety,

Are you a Traffic Management Systems specialist who understands not just how rail control systems work, but how they enable the railway to operate?

An exceptional opportunity has arisen for a Lead Traffic Management System Engineer to help define how one of the world's most advanced high speed railways will be controlled and operated.

HS2 is developing a highly automated and integrated Traffic Management System which will bring together the control and real time planning of the railway. With the programme currently in the concept phase, this position offers the opportunity to influence the fundamental operating principles, requirements and functionality of the future railway.

A fully integrated Traffic management system will manage the delivery of 10 - 12 high speed trains an hour, how can this help deliver performance?

This is a client side role within the Chief Engineer's Group, working within the Command, Control & Signalling Engineering Team and reporting directly to the Head of CCS.

The Challenge

The Traffic Management System will sit at the centre of how HS2 plans, regulates and controls railway operations.

The successful candidate will need to understand both the control and planning layers of TMS and, critically, how an operational railway actually works.

This means looking beyond individual products or technical functions and understanding how traffic management, signalling, railway operations, rolling stock, stations and infrastructure combine to deliver a safe, reliable and high capacity railway.

You will help define what the TMS needs to do, develop the requirements and technical approach, and work with suppliers and the wider engineering organisation to turn the operational concept into a deliverable system.

The system is currently at concept stage and will need to progress through scheme design, detailed design and ultimately installation and implementation.

This provides an unusual opportunity for a TMS specialist to influence the system before the technical solution becomes fixed.

The Role

As Lead Traffic Management System Engineer, you will provide technical leadership and overall technical assurance for the TMS engineering discipline.

You will work closely with the wider engineering disciplines to develop solutions which consider all relevant systems and subsystems, while ensuring that the operational needs of the railway remain at the centre of the design.

A major part of the role will be understanding and managing the interfaces between TMS and the wider railway.

This includes other CCS subsystems, rail systems, Network Rail and third party systems, as well as stations, infrastructure and other operational interfaces.

You will engage with technical, operational, supplier and delivery stakeholders to ensure a holistic approach is taken to the development of the system.

You will also work with the TMS supplier to challenge and develop proposed solutions, ensuring that the technology being developed delivers the railway capability HS2 requires.

Key Responsibilities
  • Provide overall technical leadership and assurance for the TMS engineering discipline.
  • Act as the HS2 Traffic Management Systems subject matter expert, providing technical expertise and advice across the wider project organisation.
  • Develop requirements, specifications and standards that deliver the required railway capability within programme and budget.
  • Apply a strong understanding of railway operations, including the relationship between traffic planning, traffic management, signalling and real time control.
  • Work closely with wider engineering disciplines to develop integrated TMS solutions that consider relevant systems and subsystems.
  • Develop and lead strategies for managing interfaces between TMS, CCS subsystems, rail systems, Network Rail and other third party systems.
  • Identify integration issues and technical risks at an early stage and contribute to their effective management.
  • Provide technical input into the development of the TMS from concept through scheme design, detailed design and installation.
  • Review, challenge and assure technical solutions proposed by suppliers and engineering teams.
  • Ensure operational requirements are effectively translated into practical system requirements and functionality.
  • Engage and manage stakeholders to ensure a holistic approach is taken to the development of engineering solutions.
  • Provide technical input into the development of solutions that mitigate environmental impacts while remaining within programme and budget requirements.
  • Manage TMS related work packages and suppliers where required.
  • Contribute to technical risk management and ensure significant TMS risks are understood and appropriately controlled.
About You

We are looking for an experienced Traffic Management Systems professional who combines specialist technical knowledge with a strong understanding of railway operations.

You will ideally have significant experience working with TMS, integrated railway control systems or closely related railway control and planning systems.

Importantly, you need to understand more than how a TMS product works.

You must understand how an operational railway works and how traffic is planned, regulated and controlled in real time.

You will be comfortable operating at a conceptual level, mapping out how a complex system needs to work and translating operational requirements into system functionality.

You should be someone who naturally thinks about the whole railway rather than a single system boundary and can identify how changes or decisions within one system may affect other parts of the railway.

You will also need the confidence and credibility to challenge established requirements, standards and proposed technical solutions where they do not provide the right outcome for the railway.

Essential Requirements
  • Significant experience with rail Traffic Management Systems, integrated control systems or closely related railway control and planning systems.
  • Strong understanding of how a railway operates, including the relationship between signalling, control and real time traffic or service management.
  • Experience developing requirements, concepts or solutions for complex railway systems.
  • Strong systems integration experience, including management of interfaces between different railway systems.
  • Ability to operate as a technical SME while maintaining a whole system and operational perspective.
  • Demonstrable ability to challenge requirements, standards and proposed solutions rather than simply applying established processes.
  • Strong stakeholder management skills across technical, operational, supplier and delivery organisations.
  • Experience working within complex multidisciplinary rail programmes.
  • Ability to translate operational requirements into practical system requirements and functionality.
Desirable Experience
  • Experience of integrated Traffic Management Systems on international mainline railways.
  • Experience of national TMS programmes such as those deployed in Denmark or Norway.
  • London Underground or TfL experience involving integrated control, signalling or CBTC environments.
  • Experience with suppliers or platforms including Siemens, Thales, Alstom, Indra or Resonate/Luminate.
  • Experience working across both supplier and client side environments.
  • Experience managing interfaces between different railway control areas or operational environments.
