This post presents an exciting opportunity to become a first line manager within our Personal Wellbeing Commissioned Rehabilitative Services (CRS) within the London region. These services are commissioned by HMPPS to deliver tailored support services to help individuals re-integrate into the community and reduce reoffending by addressing various needs of people on probation.

Your role is to provide line management and motivate a team of Frontline Practitioners to achieve our Justice Business Plan objectives: innovate, revitalise, and reform the delivery of Justice Services.

You will be responsible for ensuring all services are mobilised according to contractual deadlines, service deliverables are contractually compliant, and meet Catch22’s reporting mechanisms. Additionally, you will play a key role in co-designing innovative and engaging service provisions to ensure best practices and leading-edge services are available to all service users.

You will be accountable for creating an environment where staff are engaged and empowered to achieve greater impact, understand the strategic vision of Catch22, and promote the organization’s values, aims, and objectives. You will demonstrate understanding and commitment to the needs of service users and their local communities, ensuring Catch22 Justice services effectively address these needs.

Main duties and responsibilities as a Team Leader include:

  • Supporting Frontline Practitioners engaging service users in rehabilitation activities and managing emerging risks.
  • Ensuring staff and volunteers are engaged with Catch22 Rehabilitation’s goals, motivated, and understand their roles and contributions.
  • Implementing policies, procedures, and evidence-based innovations and performance improvement systems. Continuously improving service efficiency and organizational performance, ensuring contractual compliance.
  • Ensuring support plans and reviews are completed within required timescales and that reports to the Senior Operations Manager are prepared promptly, using established monitoring systems. Establishing team objectives.
  • In liaison with the Senior Operations Manager, maintaining the team’s database and ensuring compliance with the Authorities Case Management system for casework recording, monitoring, and evaluation.
  • Managing disciplinary, complaints, and grievance procedures appropriately, including investigations and disciplinary interviews when necessary.
  • Ensuring Frontline Practitioners manage risks for all Service Users in line with NPS and organizational procedures.
  • Maintaining records according to NPS, Prison, and organizational procedures, and ensuring data security.
  • Conducting regular 1-1 supervisions and annual PEF appraisals for staff, providing personal development opportunities.
  • Supporting staff professional development, maintaining high standards of performance, managing sickness and absence policies.
  • Maintaining excellent relationships and communication with stakeholders.

Essential qualifications, knowledge, and experience:

  • Good basic education, including Maths and English GCSE or equivalent.
  • Evidence of ongoing professional development.
  • Experience working with Microsoft Office - Word and Excel.
  • Management and leadership experience.
  • Understanding of legislation, research, and performance requirements related to offender rehabilitation.
  • Knowledge of main resettlement pathways and relevant intervention services.
  • Understanding of evidence-based models and methodologies related to offender rehabilitation.

Desirable qualifications, knowledge, and experience:

  • Qualifications related to offender rehabilitation (e.g., criminology, social care, mental health, etc.).
  • Training on Justice IT systems (OASys, Delius, P-Nomis).
  • Experience working with offenders or disadvantaged populations.
  • Life experience overcoming difficulties.
  • Experience working in teams or with partner organizations.
