Job summary

Ringway Jacobs in the UK is seeking a Network Co-ordination Inspector to support the NRSWA/TMA inspection regime and daily duties under the NRSWA/TMA framework. You will work with the Network Management Team Leader and engage with statutory undertakers to maintain traffic and network safety.

The role entails attending site meetings, promoting best practice, and assisting with licence and road opening applications to minimise disruption while ensuring compliance and safety.

Qualifications

  • Implementation of highway schemes including statutory processes, such as NRSWA 1991.
  • Knowledge of construction materials used in highways and related safety standards.
  • Understanding Health and Safety legislation affecting highway works.
  • Experience dealing with utility and civil engineering contractors.
  • Ability to work across teams and communicate with stakeholders.
  • Extensive knowledge of NRSWA/TMA legislation and codes of practice.

Responsibilities

  • Oversee inspection regime and day-to-day NRSWA/TMA Inspector duties within statutory frameworks.
  • Act as a contact for enquiries or complaints about network activities.
  • Liaise with key stakeholders to improve practices and develop best practice.
  • Assist in reviewing licences and applications for road openings (S50/S171) and assess process impact.
  • Attend site meetings and support major schemes to minimise network disruption.
  • Lead collaboration with statutory undertakers to ensure coordinated works and minimal impact.

Job description

Cheshire East Highways is responsible for managing over 2700km of highway network. Our aim is to deliver the highest possible standard of highway service throughout the Cheshire East area and deliver value for money to the residents and businesses.

This role will assist the Network Co-ordination Team leader in supporting the Cheshire East

The Role
  • Support the Network Management Team Leader in overseeing the inspection regime and related activities of the Network Management NRSWA/TMA Inspectors while also performing the day to day duties of a NRSWA/TMA Inspector all associated activities are completed within the parameters set by the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA), and the Highway Maintenance Act 1980.
  • Act as a further point of contact for enquiries or complaints in relation to activities taking place on the Network.
  • Liaise with key stakeholders on matters related to NRSWA and TMA to find opportunities for improvement and develop best practice.
  • To assist the Network Co-ordination Team Leader to review and support the co-ordination/suitability in relation to Skips/Scaffolds/S50 road opening licences and S171 applications. Assess the impact of these application processes to ensure compliance with the necessary code of practices.
  • To attend site meetings and assist in facilitating major schemes across the Cheshire East Highways network area. To take a lead in supporting Statutory undertakers in delivering their works package with a view to creating minimal impact to the Network.
  • Initiate and ensure positive working relationships with all statutory undertakers and communicate effectively with all stakeholders.
About You
  • Implementation of highway schemes including statutory processes, such as NRSWA 1991
  • Knowledge of and experience in use of construction materials used in highways. Appropriate knowledge of Health and Safety Legislation including Safety at Streetworks and Roadworks: code of practice 2013 “The Red Book” and Chapter 8.
  • Knowledge of Highway Authority and Local Government policies, practices, and procedures in relation to highways maintenance, including Health and Safety Legislation as it affects works on the highway including Construction, Design and Management Regulations and traffic management.
  • Experience in dealing with utility company contractors and civil engineering contractors
  • Have strong interpersonal skills with the ability to work across teams and collaborate effectively with colleagues at all levels
  • Significant knowledge of NRSWA/TMA Legislation, specifications, and relevant codes of practice
