Job summary

Ringway Jacobs in the UK is seeking a Qualified NRSWA/TMA professional to assist the Network Co-ordination Team Leader in overseeing inspection regimes for the Cheshire East Highways network. You will support inspectors, handle enquiries, and work with utility contractors to uphold compliance with NRSWA/TMA and safety standards.

Qualifications

  • Knowledge of NRSWA 1991 and TMA 2004 and related codes of practice.
  • Experience in highway maintenance schemes and statutory processes.
  • Ability to liaise with utility and civil engineering contractors.
  • Good understanding of Health and Safety regulations affecting streetworks.

Responsibilities

  • Support inspection regime and day-to-day duties of NRSWA/TMA Inspectors.
  • Act as a point of contact for enquiries or complaints related to network activities.
  • Liaise with stakeholders to improve practices and share best practice.
  • Assist with S50/S171 processes and ensure code of practice compliance.
  • Attend site meetings and support major scheme delivery while minimising network impact.
  • Apply knowledge of highway schemes, resources, and safety regulations.

Job description

This role will assist the Network Co-ordination Team leader in supporting the Cheshire East
Highways NRSWA/TMA inspectors to ensure compliance with all aspects of the New Roads and Street Works Act (NRSWA) 1991 and Traffic Management Act (TMA) 2004 and associated Codes of Practices, as it affects Cheshire East’s highway network.

The Role
  • Support the Network Management Team Leader in overseeing the inspection regime and related activities of the Network Management NRSWA/TMA Inspectors while also performing the day to day duties of a NRSWA/TMA Inspector all associated activities are completed within the parameters set by the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA), and the Highway Maintenance Act 1980.
  • Act as a further point of contact for enquiries or complaints in relation to activities taking place on the Network.
  • Liaise with key stakeholders on matters related to NRSWA and TMA to find opportunities for improvement and develop best practice.
  • To assist the Network Co-ordination Team Leader to review and support the co-ordination/suitability in relation to Skips/Scaffolds/S50 road opening licences and S171 applications. Assess the impact of these application processes to ensure compliance with the necessary code of practices.
  • To attend site meetings and assist in facilitating major schemes across the Cheshire East Highways network area. To take a lead in supporting Statutory undertakers in delivering their works package with a view to creating minimal impact to the Network.
  • Knowledge of, and experience in, the maintenance, design and implementation of highway schemes including statutory processes, such as NRSWA 1991.
  • Knowledge of and experience in use of construction materials used in highways. Appropriate knowledge of Health and Safety Legislation including Safety at Streetworks and Roadworks: code of practice 2013 “The Red Book” and Chapter 8.
  • Knowledge of Highway Authority and Local Government policies, practices, and procedures in relation to highways maintenance, including Health and Safety Legislation as it affects works on the highway including Construction, Design and Management Regulations and traffic management.
  • Experience in dealing with utility company contractors and civil engineering contractors
