Ringway Jacobs is seeking a Highways Resilience Manager to lead the Senior and Local Highways Team and ensure timely responses to councillor and public enquiries. The role includes overseeing S58 inspections, delivering winter maintenance, and coordinating emergency response through the Resilient Network Officer.

Successful candidates will have highways experience, stakeholder engagement skills, and knowledge of health and safety regulations.

Qualifications

• Experience in highways role with local authorities or related teams.

• Knowledge of health and safety legislation and codes of practice.
• Understanding of highway maintenance methods and best practices.
• HNC in highways or civil engineering is desirable.
• Excellent internal and client communication skills.

Responsibilities

• Manage the Senior and Local Highways Team and respond to enquiries within policy timescales.
• Oversee S58 Inspectors and ensure inspections are completed on time.
• Deliver winter maintenance including Adverse Weather Plan and data-based decisions.
• Lead the Resilient Network Officer and emergency response provision (in hours and out of hours).
• Coordinate between S58 Inspectors, Resilient Network Officers and highway officers.

Job description

The Highways Resilience Manager will be responsible for the delivery of the Local Highways functions including Senior/Local Highways team, S58 inspections and emergency response and winter maintenance.

The Role

• Management of the Senior and Local Highways Team, to ensure management and response to Councillor enquiries and customer enquiries is adequately managed and responded to in accordance with policy timescales.
• Management of the S58 Inspectors to ensure routine and ad-hoc inspections are completed on time and in line with policy requirements.
• Ensure the management and delivery of the winter maintenance service, including the production of the ‘Adverse Weather Plan’ and decision making based on weather data and reports.
• Management of the Resilient Network Officer and management of both in hours and out of hours emergency response provision
• Co-ordination between S58 Inspectors, Resilient Network Officers and Senior/Local Highway officers to ensure issues are co‑ordinated

About You

• Experience of working in a highways related role, either local highways, inspections or winter service/contingency planning.
• Experience in engaging with Councillors and the public in relation to highways issues
• Thorough working knowledge of health and safety legislation and codes of practice.
• Understanding of highway maintenance methods and techniques, best practice, and technologies.
• HNC in highways or civil engineering is desirable
• Excellent internal and client communication skills;
