Job summary

Halton Borough Council is seeking an experienced Service Manager for Recruitment and Resourcing to lead the team through change and development. The role sits within the HR Service Centre, reporting to the Head of HR Operations, and includes oversight of contingent workforce and agency relationships with Connect2Halton.

The role requires strong leadership, strategic and operational capability, and experience in managing recruitment, resourcing, or HR functions within a complex organisation.

Qualifications

• Significant experience of managing and developing a recruitment, resourcing or HR team.
• Strong knowledge of recruitment and resourcing processes and best practice.
• Experience of managing organisational change, restructuring or service redesign.
• Experience of managing contingent workforce and agency supply arrangements.
• Strong stakeholder management and ability to influence senior managers.
• Willingness to travel across the borough.

Responsibilities

• Lead, coach and develop the Recruitment and Resourcing Team.
• Provide clear leadership during a period of change, ensuring a positive, collaborative working environment.
• Review team structures, workloads and processes to ensure effective deployment of resources.
• Take responsibility for the overall delivery and performance of the Recruitment and Resourcing service.
• Develop business strategy, service plans and performance measures with HR Leadership.
• Oversee recruitment policies and processes ensuring compliance with legislation and policies.
• Manage recruitment across permanent, temporary and fixed-term staff plus contingent resources.
• Oversee the Council’s Agency Contract Manager and Connect2Halton relationship.
• Report on contingent workforce spend with management information for leadership and boards.
• Support service reviews and organisational redesign with practical resourcing solutions.
• Collaborate with managers and Trade Unions on changes and resourcing matters.
• Manage SLAs, cost recovery and service delivery for recruitment and resourcing.
