Job summary

Morgan Law, London-based, seeks an experienced Procurement Manager on a 9-month fixed-term contract to lead end-to-end procurement and tender activity across multiple categories. The role partners with senior stakeholders and budgets, driving governance and value for money.

You will manage supplier onboarding, contract management and strategic procurement initiatives, ensuring compliance with Procurement Act 2023 and related regulations.

Qualifications

• Significant experience leading end-to-end procurement and tender processes.
• Strong knowledge of UK public procurement legislation and the Procurement Act 2023.
• Experience drafting procurement documentation, specifications, tender documents and evaluation materials.
• Ability to advise stakeholders at all levels on procurement routes and best practice.
• Strong contract management and commercial negotiation experience.
• Experience working with public sector frameworks and preferred supplier arrangements.
• Experience developing and improving procurement policies, procedures and governance.

Responsibilities

• Lead end-to-end tender processes for significant contracts including catering, cleaning, utilities, insurance, IT and services.
• Develop procurement strategies and routes to market using frameworks, tenders and quotations.
• Prepare requirements, specifications and evaluation criteria for procurement.
• Manage exercises in line with UK procurement legislation and policies.
• Engage with suppliers through to award and onboarding.
• Support budget holders in evaluating supplier proposals.
• Develop supplier arrangements and use of frameworks for value for money.
• Provide reporting and recommendations to senior management.
