Job summary

Venesky-Brown’s client, a public sector organisation, is seeking a Programme Manager for an initial 12-month contract at £500/day (Outside IR35). Role is mainly remote with occasional days in the office; responsible for leading a nationwide transformation programme across Scotland, coordinating multiple workstreams and reporting to the Programme Board.

You will oversee budgets, governance, benefit realisation and transition planning, aligning with senior stakeholders and directorates to deliver

Qualifications

• Degree-qualified or equivalent relevant professional experience.
• Recognised Programme or Project Management qualification (MSP, PRINCE2 Practitioner, APM PMQ or equivalent).
• Significant experience leading large-scale programmes or complex organisational change initiatives.
• Experience of programme governance and assurance within a large organisation.
• Experience of managing substantial budgets and financial controls.
• Experience engaging with senior executives and external stakeholders.
• Experience of strategic risk and dependency management.
• Experience of supplier and contract management.
• Experience of producing reports and presentations for Board-level audiences.
• Excellent programme and project management skills.
• Strong strategic thinking and analytical ability.
• Excellent communication and influencing skills.
• Strong negotiation and stakeholder management capability.
• Ability to manage competing priorities in complex environments.
• Strong financial and commercial awareness.

Responsibilities

• Lead a nationally significant transformation programme on behalf of the organisation.
• Manage delivery of multiple interdependent workstreams.
• Coordinate activity across all Directorates and operational functions.
• Manage significant capital and revenue programme budgets.
• Report directly to the Programme Board and Senior Responsible Owner.
• Coordinate internal and external resources involved in programme delivery.
• Oversee programme governance, assurance, benefit realisation and transition planning.
