Strategic Portfolio Project Manager – Civil Infrastructure

Job summary

National Highways is recruiting a Project Manager to drive delivery of a portfolio of Civil Engineering projects within the East region from Bedford. You will manage external contractors, ensure governance, safety, and technical compliance, and report progress against the 5-year rolling capital programme.

You will collaborate with the Regional Management Team and stakeholders to review performance, develop business cases, and implement improvements across the portfolio.

Qualifications

• Recognised qualification in engineering discipline
• Portfolio and project management experience; MSP/APM/Prince2 desirable
• Evidence of NEC4 contracts experience
• Good understanding of legislation, technical standards and construction practices
• Excellent stakeholder management

Responsibilities

• Programme management, financial reporting and risk management against capital expenditure budgets.
• Governance, quality assurance, health and safety across the supply chain.
• Review and report delivery performance; prepare project business cases.
• Build strong relationships with stakeholders, suppliers and National Highways teams.
• Identify opportunities for improvements; promote portfolio management best practices across Operations.
