Job summary

National Highways is seeking a Project Manager to oversee a portfolio of projects within the 5-year rolling capital programme in the Yorkshire North East region, focusing on renewing and upgrading roadside operational technology assets such as CCTV, signs, and traffic monitoring systems.

You will manage external contractors and consultants, ensuring governance, QA, health and safety, and technical compliance, driving excellence throughout the project lifecycle.

Qualifications

• Qualification in a relevant engineering discipline and/or experience delivering civil engineering, technology or infrastructure projects.
• Portfolio and project management experience; MSP, APM or PRINCE2 desirable.
• Experience in NEC4 forms of contract.
• Knowledge of relevant legislation, standards and construction practices.
• Strong stakeholder management and communication skills.

Responsibilities

• Develop and maintain strong collaborative relationships with the Regional Management Team, Programme Delivery Managers, stakeholders, suppliers and teams; report delivery performance and prepare business cases.
• Manage programmes, financial reporting and risk against capital expenditure budgets; ensure governance and contractual practices are followed.
• Promote best-practice customer and stakeholder communications; manage interactions with communities, operators, road users and businesses.
• Identify and drive opportunities for improvement; share portfolio and project management best practices across Operations.
• Identify and manage risks, issues, dependencies and constraints; develop and implement effective solutions.

Job description

National Highways is excited to offer a fantastic opportunity for a Project Manager to join our team in the Yorkshire North East region. As a Project Manager, you will play a vital role in planning and managing the successful delivery of a portfolio of projects within our region's 5-year rolling capital programme, with a particular focus on the renewal and improvement of roadside operational technology assets.

The portfolio will include technology renewal schemes across the strategic road network, covering assets such as CCTV, electronic message signs, traffic monitoring and signalling equipment, alongside associated power and communications infrastructure. These technologies play an important role in helping National Highways monitor the network, manage incidents and provide information to road users.

You will oversee the performance of multiple external contractors and consultants, ensuring the highest standards of governance, quality assurance, health and safety, and technical compliance across the supply chain and National Highways. Your expertise will be key to achieving agreed project outcomes while adhering to mandatory and delegated responsibilities, driving excellence throughout every phase of the project lifecycle.

This role is based from our Wakefield or Darlington

• Develop and maintain strong collaborative relationships with the Regional Management Team, Programme Delivery Managers, key stakeholders, suppliers and teams across National Highways. Ensure a shared understanding of the portfolio's strategic and delivery objectives, review and report on delivery performance, agree solutions to resolve complex issues and prepare project business cases.
• Manage programmes, financial reporting and risk against capital expenditure budgets for all projects in scope, ensuring effective financial and contractual practices are in place and adhered to by all project resources.
• Ensure National Highways' reputation is maintained throughout the delivery of projects by promoting best-practice customer and stakeholder communications. Proactively manage interactions with communities, stakeholders, transport operators, road users and businesses.
• Proactively identify and drive opportunities for improvement and implement required changes within your area of responsibility, championing and sharing portfolio and project management best practice across Operations.
• Manage and evaluate risks, issues, dependencies and constraints associated with the portfolio, leading the development and implementation of effective solutions to overcome these.

About you

• Recognised qualification in a relevant engineering discipline and/or relevant experience in the delivery of Civil Engineering, technology or infrastructure projects and portfolios.
• Proven portfolio and project management experience. Relevant qualifications such as MSP, APM or PRINCE2 would be desirable.
• Evidence of contract management, with specific experience of NEC4 forms of contract.
• Good understanding of relevant legislation, technical standards, construction practices and the delivery of infrastructure projects.
• Excellent stakeholder management and communication skills.
