Job summary

North Hertfordshire Council is seeking a Development & Conservation Manager to jointly lead development management, enforcement and technical support. You will guide a 30+ strong team and shape development across the district, balancing strategic oversight with hands-on professional involvement.

The post requires RTPI eligibility or membership, substantial local authority planning experience and a collaborative leadership style to improve service performance and customer focus.

Qualifications

• Significant experience in development management within a local authority or similar environment.
• Eligible for membership of, or a member of, the Royal Town Planning Institute (RTPI).
• Experience managing complex and significant planning applications and balancing priorities.
• Ability to provide clear professional advice to elected members, senior officers, applicants and communities.
• Experience leading, supervising or developing planning staff and creating a high-performing culture.
• Knowledge of enforcement, appeals and development management legislation and practice.

Responsibilities

• Lead development management and planning enforcement activities.
• Oversee technical support and specialist functions within the team.
• Drive high-quality planning decisions across approximately 2,500 applications and related work.
• Mentor and develop planning staff and promote a positive culture.
• Collaborate with elected members and communities to shape outcomes.
