Job summary

Southampton City Council is seeking a Head of Housing Organisational Capability & Change to lead the new operating model, develop leadership and learning, and drive sustained improvement across around 700 colleagues and housing services.

You will work with the Housing Leadership Team to embed culture, governance and performance, and build internal capacity so improvements endure beyond short-term consulting.

Qualifications

• Substantial senior leadership experience within a large, complex organisation.
• Experience leading significant organisational change and embedding new operating models.
• Housing sector experience is valuable but not essential; experience in other large, operational, accountable environments is welcomed.

Responsibilities

• Embed the new Housing operating model with clear roles, responsibilities and decision-making.
• Lead a coherent learning and development strategy across leadership, management, technical and professional development.
• Prepare the workforce for professionalisation and regulatory requirements.
• Strengthen leadership and management capability to drive high-performing teams.
• Drive cultural and behavioural change to move from siloed to joined-up, customer-centred housing.
• Build internal capability to sustain improvements without reliance on external consultants.
• Provide senior leadership across organisational change to prioritise, sequence and embed change.
• Use staff insight and performance data to identify where capability or culture hinders outcomes.
