Job summary

Brighton & Hove City Council is seeking an experienced IT Business & Commercial Manager to own the contracts, commercial and financial engine of our technology function. You will build processes, standards and methods to maximise value for money, oversee investments and identify innovative partners for critical public services.

You will lead commercial, procurement and financial management for IT & Digital, coordinating budgets, forecasts and procurements while maintaining the contracts register

Qualifications

• IACCM or CIPS Level 5 qualification or equivalent substantial professional experience in commercial, procurement, contract or financial management.
• Strong knowledge of commercial and contract management across the full lifecycle.
• Good knowledge of public-sector procurement, governance and decision-making.
• Broad knowledge of technology markets and commercial models.
• Significant experience leading a commercial, contract, supplier or business management function in a large or complex organisation.
• Demonstrable experience managing a portfolio of high-value technology contracts and suppliers.
• Substantial experience of budget planning, forecasting, financial monitoring and presenting financial information to senior leaders.
• Experience of public-sector procurement or operating in a highly governed environment.
• Significant management experience, including developing specialist staff.

Responsibilities

• Lead the commercial, contractual, supplier, purchasing and financial management functions for IT & Digital.
• Act as the division's lead contact to corporate finance, procurement and legal.
• Coordinate budget-setting and medium-term financial planning with Heads of Service.
• Coordinate procurement pipelines and ensure technology procurements are well conducted.
• Maintain the division-wide technology and commercial contracts register and manage renewal cadences.
• Provide expert commercial and financial advice to projects and decisions.
• Represent IT & Digital in supplier and corporate forums and deputise for senior leaders as required.
