Job summary

Liverpool City Region Combined Authority is seeking an experienced leader for a 12-month secondment as Lead Officer – Development. The role focuses on shaping housing, transport and infrastructure investment across the region, reporting to the Head of Development and coordinating with cross-sector partners to deliver a robust project pipeline.

You will develop business cases in line with HM Treasury Green Book and TAG guidance, provide strategic advice on major opportunities, and lead

Qualifications

Proven track record delivering complex infrastructure, housing or place-based development programmes.
Experience developing business cases aligned with HM Treasury Green Book and TAG guidance.
Strong leadership, communication and stakeholder management across organisations.

Responsibilities

Lead the Combined Authority's development functions and an active pipeline of housing projects.
Coordinate with transport, investment and regeneration projects to align priorities.
Ensure investment decisions are evidence-based and deliver value for money.
Provide strategic direction on major investment opportunities to senior leaders.
