Job summary

Qualifications

• Experience in housing and mixed-use development, including public-sector delivery.
• Strong grasp of viability and grant-funded schemes.
• Familiarity with public procurement under the Procurement Act 2023 (competitive dialogue, frameworks).
• Experience translating technical detail for members/public-sector audiences.
• Ability to start quickly with limited permanent capacity in the team.

Responsibilities

• Lead the procurement of a development partner for a mixed-use housing pipeline.
• Shape and run a competitive process under the Procurement Act 2023 (dialogue/frameworks as appropriate).
• Advise on viability, private-sector housing markets and commercial structure.
• Prepare cabinet papers, member briefings and public-sector reporting.
• Collaborate with legal, finance, planning and housing colleagues through to partner appointment.
• The procurement is expected to take around 12 months.
