Job summary

DCMS seeks a Head of Commercial Operations (Inside IR35) for a contract up to 31/03/2027. Hybrid work (2–3 days/week) from London or Manchester.

Lead complex commercial projects across DCMS and ALBs, develop procurement strategies, oversee the Commercial Services Team, and ensure compliance with PCR, PA23 and government policies. Deputise for senior Commercial Directors when required.

Qualifications

• CTC clearance is essential and active clearance is preferred.
• Strong knowledge of PCR 2023 PA23 and Public Contracts Regulations.
• Senior commercial and procurement experience in a complex organisation.
• Proven ability to develop and implement commercial strategies with value for money.

Responsibilities

• Lead major commercial projects across DCMS and ALBs.
• Develop and implement commercial and supply chain strategies.
• Manage the Commercial Services Team and staff development.
• Oversee procurements and procurement activity across the department.
• Draft and negotiate bespoke contracts with risk mitigation.
• Ensure compliance with government procurement legislation and best practice.
