Job summary

Henderson Scott is seeking an experienced Commercial Category Lead to join a busy Public Sector Commercial team in London. The role focuses on DDaT technology procurements across hardware, software and cloud services, with hybrid working (3 days onsite).

You will lead the full commercial lifecycle, ensure governance under PCR15 and the Procurement Act 2023, and influence senior decision-makers. British nationality and active SC clearance are required for this central government role.

Commercial Category Lead - DDaT - Public Contracts / Procurement - London Hybrid (3 days onsite) - SC Clearance I am looking for an experienced Commercial Category Lead to join a busy Commercial team for our central government client. Due to the nature and urgency of the role, ideal candidates will be British Nations and hold active SC clearance. You will help shape and deliver major Technology procurement, focusing on hardware, software and cloud services in a central government setting. You will operate across the full commercial lifecycle, moving legacy activity under PCR15 into the new Procurement Act 2023 regime and making sure every decision stands up to scrutiny. I am therefore keen to speak with candidates who have:

• Significant experience leading high-value procurement under PCR15 and/or the Procurement Act 2023, ideally in technology categories within the public sector.
• Experience of operating in a dual-regime environment, managing both legacy frameworks and new PR23 requirements.
• Public sector commercial experience, preferably within digital, data and technology categories.
• Strong understanding of Government playbooks, including Sourcing, Construction, and Digital & Data.
• Deep knowledge of GCA and other frameworks, including mini competitions, direct awards and dynamic purchasing models.
• Experience procuring software, cloud platforms and technology infrastructure.
• Background in commercial governance, including contributing to business cases and securing commercial approvals.
• Strong commercial judgement, risk management skills and experience developing sourcing strategies for complex markets.
• Evidence of influencing senior decision makers and shaping stakeholder decisions.
• Excellent communication, negotiation and stakeholder engagement skills.

Desirable skills include:

• MCIPS or equivalent professional membership.
• Experience leading and coaching commercial specialists.
• International sourcing or global supply chain experience.
• Exposure to AI procurement principles, including ethics, assurance and bias mitigation.
• Experience leading commercial activity for cloud transformation programmes.
