As one of 3 HR Business Partners within our Strategic Partnering team, you will collaborate with HR teams and departmental services to problem solve emerging and current people management issues and risks.
Main duties of the job
Develop people plans to ensure that the council’s workforce strategy is understood and incorporated at a local level, that staff feedback is addressed and actioned and that workforce priorities are identified, planned and delivered ensuring consistency of approach
and excellent delivery.
Confidently use qualitative and quantitative data, business insights and intelligence to underpin the development of evidence-based workforce plans and solve problems.
Analyse the current workforce to determine future workforce needs, identifying the gap between the present and the future, and implementing solutions so that directorates can accomplish short and long-term objectives.

Detailed job description and main responsibilities
Deliver a Council-wide HR consultancy service to senior managers, providing strategic business focused advice on all aspects of change management, TUPE transfers, workforce planning and organisational design, meeting current and future business objectives within the context of the overall Council workforce strategy.
Build and maintain effective working relationships with managers, HR and OD partners to ensure HR collectively delivers positive outcomes from organisational change, workforce planning and organisational design based around best practice, council procedures and the legislative framework.
Develop effective and constructive relationships with Trade Unions and other stakeholders to facilitate productive and meaningful consultation via the Council’s employee relations framework throughout the organisational change programme.
Establish mechanisms for reviewing the success of the change management, workforce planning and organisational design programmes post implementation and capture lessons learnt to measure the success of the change management project and review continuous improvement on service delivery.
Working as a strategic HR partner, support directorate management teams to focus on key business priorities and diagnose workforce-related challenges, designing and implementing high quality solutions or commissioning services within HR as appropriate.
Provide professional expertise to ensure that all HR solutions provided to the business by HR teams are seamlessly delivered and comply with policy, legislation and best practice; intervening to resolve issues where appropriate.
Provide high quality professional HR advice and guidance to senior managers on complex staffing issues relating to both individuals and groups of staff. Commission support from the Employee Relations team where appropriate.
Coach business leaders to fulfil their people management responsibilities effectively around the entire employee lifecycle, effectively utilising policies and tools.
