Job Title: HSE Manager

Location: Ebbw Vale

Contract: 24-month Fixed Term Contract

Salary: £50,000–£55,000 per annum + car allowance + bonus

About the Role

TCFG is seeking a highly experienced and proactive HSE Manager to join our team in Ebbw Vale on a 24-month fixed-term contract. The role is accountable for HSE performance across the designated area, acting as the competent person and ensuring compliance with all statutory requirements. You will play a key role in implementing the HSE strategy, governance framework, and OHSE management systems, while developing HSE practitioners and supporting leadership engagement.

This is an exciting opportunity to influence safety culture, lead improvement initiatives, and make a tangible impact on operational performance.

Key Responsibilities
  • Develop and implement HSE improvement plans aligned with business objectives.
  • Monitor, record, and report HSE performance using BMI and other KPIs; identify trends and areas for improvement.
  • Provide guidance on statutory compliance, risk management, and incident resolution.
  • Lead internal and external audits, ensuring corrective actions are implemented.
  • Deliver HSE training and competency programmes.
  • Manage emergency arrangements and site security teams.
  • Oversee waste management and ensure compliance with environmental regulations, applying Best Available Techniques (BAT) where relevant.
  • Facilitate HSE committee meetings, promote engagement, and embed a positive HSE culture.
  • Participate in leadership teams and deputise for the Head of HSE as required.
  • Manage HSE budgets and resources effectively.
  • Support risk assessments and implement control measures.
  • Ensure health assessment programmes are in place and monitored.
  • Liaise with enforcement authorities and relevant external bodies.
  • Undertake CPD and maintain professional HSE standards.
  • Deploy the governance framework and ensure functional HSE objectives are met.
  • Be an active contributor to the wider HSE community, attending forums, cadence meetings, and sharing insights.
  • Undertake all other reasonable and necessary tasks appropriate to the role.
Knowledge, Skills and Experience
  • Minimum 7 years HSE experience.
  • Level 6 HSE Ofqual qualification.
  • Advanced knowledge of HSE legislation, compliance, physical security management, and trade effluent requirements.
  • Strong capability in forward thinking and use of technology systems and devices.
  • Proven ability to lead teams, influence leadership, and drive continuous improvement.
