Job summary

Balfour Beatty is seeking a Senior Works Manager to lead site operations on the A66 Northern Trans-Pennine Scheme, based in Penrith, Cumbria. You will ensure works comply with RAMS and H&S standards while coordinating direct and subcontract teams, managing plant, logistics, and environmental controls.

You will drive zero-harm culture, maintain client relationships, and monitor the programme with robust daily records, reporting, and continuous improvements in safety and quality.

Qualifications

  • Experience in rail and highway environments.
  • Sentinel PTS card.
  • Experience managing a variety of works with direct and subcontract workforce.
  • Excellent Health & Safety awareness with a demonstrable safety record.
  • Understanding the principles of Zero Harm.
  • Develop and maintain relationships with Clients and Stakeholders.
  • Good communication skills with the ability to think and act decisively.
  • Experience and knowledge of M&E works would be an advantage.

Responsibilities

  • Ensuring works are carried out in accordance with H&S legislation and approved RAMS.
  • Promote and implement Zero Harm and any behavioural safety initiatives.
  • Keep up to date with changes in legislation and cascade information to the team.
  • Ensuring all daily checks and other records are completed.
  • Ensure resources are on site with appropriate competence and managed to meet the programme.
  • Efficient ordering and management of site plant and tools.
  • Environmental controls and project-specific risk management.
  • Carry out site inductions, daily briefings, toolbox talks and safety meetings.
  • Ensure HSEQ procedures are followed.
  • Assist in planning and monitoring the programme of site works.
  • Logistics management and material ordering to minimise wastage.
  • Ensure quality control and comprehensive daily records.
  • Provide reports or investigations and implement improvements.
  • Brief all supervisors on company policies and safety expectations.

About The Role

Our Balfour Beatty Highways business has a fantastic opportunity for a Senior Works Manager / Works Manager to join our team on the Highways A66 Northern Trans-Pennine Scheme, this role will be based at Penrith, Cumbria

Balfour Beatty Highways maintain, manage, and operate major highway networks across the UK and support local authorities creating communities where people want to live work and play.

We provide high quality asset strategy, management, and planning consultancy services to a wide range of public and private sector customers. We provide specialist, reliable, sustainable, and creative advice for asset management planning and implementation in the UK. We put our customers first and prioritise completing schemes safely, efficiently and to a high standard.

What you'll be doing
  • Ensuring works are carried out in accordance with H&S legislation and approved RAMS
  • Promote and implement Zero Harm and any behavioural safety initiatives
  • Keep up to date with changes in legislation and company procedures and cascade information to the team
  • Ensuring all daily checks and other records are completed
  • Ensure that the right level of resources are on site with the appropriate competence and managed to meet the programme
  • Ensure that the ordering and management of site plant and tools is efficient
  • Awareness of environmental issues and controls and ensuring that specific project controls are in place.
  • Ensuring that Site Inductions, Daily Briefings, Tool Box Talks, Short Interval Control meetings and Task Safety Briefings are carried out to a high standard, are succinct and appropriate
  • Ensure HSEQ procedures are followed
  • Involved in planning and monitoring the programme of site works
  • Logistics management
  • Ensure that materials are ordered and managed to minimise wastage
  • Ensure that quality control is implemented
  • Ensure fully comprehensive daily records are produced
  • Provide any reports or investigations required and implement improvements as appropriate
  • Ensure that all supervisors are briefed and understand company policies
  • Ensure Black Hat assessments are carried out on all site supervisors
  • Work with the site teams to develop programmes and monitor as necessary
Who we're looking for
The Following Experience/qualifications Are Essential
  • Experience in the rail and highway environment
  • Hold a Sentinel PTS card
  • You will have a good experience of managing a variety of works with both direct and subcontract workforce.
  • Excellent Health & Safety awareness with a demonstrable record of managing sites with an outstanding safety record.
  • Understanding the principles of Zero Harm and the passion and determination to ensure the highest standards are achieved.
  • Develop and maintain relationships with Clients and Stakeholders.
  • Good communication skills with the ability to think and act decisively
  • Experience and knowledge of M&E works would be an advantage.
