Job summary

Ideal candidates will have a engineering or related background, 6–10 years of experience, and strong knowledge of subcontract policies, with proven negotiation skills and cross-functional collaboration.

Qualifications

• Bachelor’s Degree in Engineering, SCM, or related field.
• 6–10 years of relevant experience in subcontracts.
• Field experience preferred.
• Strong knowledge of subcontract policies and processes.
• Proven ability to develop, negotiate and administer complex subcontracts.
• Ability to prioritize tasks and work with multifunctional teams.
• Experience with bid processes and bid evaluation.

Responsibilities

• Create and conduct RFPs/ITBs, vendor pre-qualifications in Oracle.
• Manage tender correspondence, negotiate terms, shortlist bids.
• Oversee pre-award activities through subcontract award.
• Assess cost avoidance, savings, and risk during subcontract formation.
• Contribute to subcontract management strategy.
• Guide site leadership on subcontract management matters.
• Prepare and present internal and external subcontract reports.
• Review standard subcontracts for policy compliance.
• Ensure proper pre-award file handling and support documentation.
• Participate in internal subcontracting audits.
• Maintain liaison with Project Subcontract Coordinators.
• Support resolution of subcontract issues and budget/schedule risks.
• Support subcontractor performance reviews and closeout.
