Senior Quantity Surveyor

Role

To lead a team of professional Quantity Surveyors ensuring that risks to Energy Networks are known and mitigated and maximum entitlement obtained. Providing commercial support to the delivery of SPD Energy Networks Business goals & objectives.

To support the Commercial & Contracts Manager as required.

What you’ll be doing

  • Full supervision and line management of a team of quantity surveyors, trainee quantity surveyors and contract QS staff.

  • Performance management of the QS team with the assistance of the Commercial & Contracts Manager.

  • Adhoc support to the Commercial & Contracts Manager as required

  • Ensure recruitment, absence, management and disciplinary issues are managed effectively

  • Manage staff performance by setting and reviewing objectives and undertaking regular formal appraisals

  • Recruit, select and deploy staff to priorities and ensure business objectives are achieved

  • Take responsibility for your own personal development

  • Contribute as a member of the SPD Energy Networks business to ensure our overall business objectives are met.

  • Ensuring the placing of Sub-contracts is in line with the requirements of the Operational staff and SPD Energy Networks published policies and procedures.

  • Continual review of Sub-contractor portfolio and Sub-contracts terms and conditions to ensure best value for SPD Energy Networks.

  • Formulation of instructions to Sub-contractors to vary works.

  • Supervision and auditing of Sub-contractor payments / contra charges and performance.

  • Agreement of final accounts in conjunction with Commercial & Contracts Manager and Operational staff.

  • Provide Subcontractor cashflow forecasts and accruals to finance team at monthly intervals if required

  • Supervision, production and reporting on month end CVR’s with District QS team and District PM’s.

  • Carry out and support necessary cost/value exercises throughout monthly cycles.

  • Carry out and ensure timely submission of requests for payment.

  • Ensure full entitlement is claimed on all contracts.

  • Support credit control team to ensure that cash is received by the due date

  • Carry out re-measurement/audits of work as required.

  • Ensure variations/ refunds of all types are identified, evaluated and paid.

  • Support Operations by providing ad-hoc commercial advice.

  • Meet clients to resolve disputes and finalise scheme accounts.

  • Ensure adequate Operational and Commercial records maintained.

  • Compliance with procedures

  • Supervise and support the Tendering Process, ensuring that all schemes are reviewed in line with current pricing policies and the findings reported back.

  • Supervision, production and evaluation of Sub-contract enquiries and Tenders.

  • Lead QS team in assessing Contractual claims, provide risk assessment to business and derive conclusion.

  • Closures – assessment of completed projects to ensure all values/payments in from various – cost/values progressed to completion.

  • Ensure profitability of each District is maintained by reviewing on a monthly basis loss making projects and reasons for such losses. Taking the necessary steps to eradicate the losses by the raising of variations, billing etc.

  • Assist in the setting of new estimating rates from first principles and the build-up of compatible units

What you’ll bring

  • A minimum of 10 years QS experience within either Civil Engineering or Utilities Sector.

  • Ideally possess a degree in Quantity Surveying, Commercial Management or similar, or HND/HNC of a relevant subject

  • Able to provide strong leadership to the team

  • Ability to deliver improved performance

  • Gained sufficient experience working as a QS to understand Commercial requirements and managing a team.

  • Health, Safety and Environmental Policies, Procedures and requirements.

  • Industrial Relations Framework and associated issues

  • Computer literate (Word, Excel, Access)

  • SPD Energy Networks Operational Policies, Practices & Procedures

  • SPD Energy Netwroks strategic aims and targets.

  • Highly numerate.

  • Professionally presented and a good communicator

  • Flexible in approach

  • Finance Procedures within SPD Energy Networks.

  • Excellent understanding of methods of measurement.

  • Excellent working knowledge of common forms of Contract and Sub-contract and use of same.

  • Fully Competent at cost/value reconciliations.

  • Understanding of requirement for Commercial records.

  • Full understanding of Ofgem implications on the SPD Energy Networks business

Minimum Criteria

  • Valid full driver’s licence

  • Proven experience in Quantity Surveying across multiple locations and high volume works

  • Experience of operating in a commercial market
