Job summary

Balfour Beatty plc is recruiting a Senior Quantity Surveyor for Willowdale Substation, Aberdeen. You will lead commercial strategy, oversee subcontractors and manage cost forecasting to ensure robust governance on a major transmission project.

Working with engineering and framework teams, you will drive commercial excellence across Scotland’s infrastructure programme, contributing to net-zero goals and delivering value across multi-disciplinary packages.

Qualifications

  • Strong background in substations and civils infrastructure.
  • Experience with earthworks, groundworks, platforms, drainage and civils packages.
  • Knowledge of NEC or similar contracts and strong contract law understanding.

Responsibilities

  • Manage Willowdale substation civils supply chain packages.
  • Develop commercial strategies aligned with programme objectives.
  • Assist Commercial Manager with cost reporting, forecasting, valuations and cost to complete assessments.
  • Ensure variations are identified, priced and agreed per contract requirements.
  • Maintain accurate commercial records to support change management and claims.
  • Oversee subcontract procurement, tendering, negotiation and administration.
  • Monitor project cash flow and support timely payment applications.
  • Support progress reviews, reporting and risk identification.
  • Uphold governance, HSE standards and commercial expectations.
  • Utilise BIM outputs for quantification and reporting where applicable.

About The Project

The ASTI (Accelerated Strategic Transmission Investment) Transmission Programme is a major national infrastructure initiative supporting the upgrade and expansion of Scotland’s electrical transmission network.

In order to support the continued growth in onshore and offshore renewables across the north of Scotland, supporting the country's drive towards Net Zero, investment in network infrastructure is needed to connect this renewable power and transport it from source to areas of demand across the country.

Willowdale Substation is located approximately 900m to the north of the Port of Aberdeen. The primary access to the substation is along an access road running north off Willowdale Place which in turn is accessed from West North Street to the west

Willowdale substation was constructed in 1963 and forms a strategic part of the Aberdeen city 132kV ring circuit which serves the demand to the city. Willowdale substation has two 132/33kV Grid Transformers (GT1 & GT2) which were manufactured in 1967.

The Willowdale Substation Part A Design Stage Includes
  • Demolition of the Existing Foundry Building and Associated Structures once SSEN
  • Clearance of the Site.
  • Disconnection and Sealing of Site Services.
  • Installation / Continuation of Site Security Measures.
  • Disposal of Waste Materials; and
  • Construction of an Employer-compliant Platform.

  • Site enabling works Roads
  • Access tracks and paths
  • Earthworks, drainage and utilities installation

What you'll be doing

We are recruiting a Senior Quantity Surveyor to join the team at Willowdale. You will play a central role in developing commercial strategy, managing subcontractors, forecasting financial performance, and ensuring robust contractual governance across all work packages.

Working closely with engineering, construction and framework delivery teams, you will help drive commercial excellence across a nationally significant infrastructure programme.

Key Responsibilities
  • Management of the Willowdale substation civils supply chain packages.
  • Develop commercial strategies aligned with programme objectives and required margins.
  • Assist Commercial Manager with cost reporting, forecasting, valuations and cost to complete assessments.
  • Ensure variations are identified, priced and agreed in line with contract requirements.
  • Maintain accurate commercial records to support change management and claims.
  • Oversee subcontract procurement, tendering, negotiation and administration.
  • Ensure subcontract accounts are managed in accordance with contractual T&Cs.
  • Monitor project cash flow and support timely applications for payment.
  • Work with project teams to support progress reviews, reporting and risk identification.
  • Uphold internal governance, HSE standards and BMS/Group commercial expectations.
  • Where applicable, use BIM outputs to support quantification, valuation and reporting.
Who we're looking for
Essential
  • Strong background in substations, civils infrastructure, ideally transmission, utilities, energy or heavy civils.
  • Demonstrable experience in earthworks, groundworks, platforms, drainage and multidiscipline civils packages.
  • Knowledge of NEC or similar forms of contract and strong contract law understanding.
  • Experience managing subcontract procurement and administering subcontract accounts.
  • Ability to measure, quantify and value complex civil engineering works.
  • Strong numerical, analytical and IT skills (including MS Office).
  • Effective negotiator with strong communication skills.
  • Experience working as part of a project delivery team.
  • Valid CSCS card.
Desirable
  • Professional qualification or membership (RICS, CIOB, ICE or similar).
  • Previous experience on transmission, substation or major energy infrastructure schemes
